The director of the Centre for Social Affairs in Pristina, Vehbi Mujku, has said that all should get together to contribute to the prevention of domestic violence.
He, in Info Magazine of Kosovo, has said that when the woman who was killed in Skyeraj's Lausa had presented the case of systematic violence from the man to the police present was not the victim's defender.
Mujku has clarified that the defender of the victims should be present in any case of family violence reported to the police.
“Based on the procedures and standards that are in force and on which we work in any case presented at the police station, because each case of domestic violence is initially presented to the police, including the children, contacting the Centre for Social Work, and we also saw in this case that the Centre for Social Work has responded immediately to the police invitation. The prosecutor and defender of the victims have been missing. On the basis of standards and procedures of action in each case, defenders of the victims should be present. We know that even victims' defenders have great difficulties with the number of staff, as we have both the Centre for Social Affairs and prosecutors. In this case there was no defense of the victims to make the assessment”.
He has said he believes that the risk assessment following reporting a case of domestic violence could be more accurate if, instead, the prosecutor, social worker, the defender of victims and police.
What we most care about is the part of the risk assessment that is done only by the police, but I think that risk assessment cannot be done solely by one institution, but it has to be changed with the new law and standards that all be together, police, victims' protector, social worker and prosecutor. We have many times a problem with the way police officers act out to the prosecutor who's also not present at the scene, until the presence of the social worker, the prosecutor, the victim's defender and the police is based on a more accurate risk assessment of”.
Mujk has shown, taking steps from the last case where the victim had refused refuge at a center after receiving support from her son, that when cases of continued physical violence are presented, the victim should necessarily be placed in shelter and not look back at the family where the violence occurred.
“Victime has refused to take refuge and has heard a family member until systematic violence is reported on the other side. Systemic domestic violence may one day result tragicly, as has the occasion. Even any case of physical violence can have a deadly blow of”.
If we're dealing with a case stating that continued violence is being carried out, then it's a deserter of violence that can have problems of different natures, including mental health. In such cases, we must insist on drawing the victim from the family and putting him in shelters for a specific time until the rehabilitation and evaluation of the violent deceiver and also receiving interviews from other family members.
