The Kosovo government, led by Prime Minister Kurti, has proposed a Bill for Administrative Inspection, through which it is trying to create an inspectorate to oversee the work of all public officials in the entire state administration.
Under this bill, inspectors will have the right to enter every office of public officials and have access to their equipment and documents, and all of this without asking permission and without any specific schedule, writes Periscope.
With regard to this law, there has been a reaction today, among those who say that this law seems to create a political policeman within the administration.

In December 2021, the Administrastration Bill exceeds the public consultations phase. The bill aims at establishing the Administrative Inspectorate, which will be an executive agency and more like a civil police body without uniform, which will control, blackmail and investigate public administration directly from the office of Minister Svechla.
Public officials are also being added to a centralised mechanism to assess their work. Currently, the work of public officials is assessed by top superiors in the hierarchy, as well as in some cases by the General Auditor's office. Also, in cases of suspicion of a criminal offense, the activity of a certain official is also investigated by law - enforcement agencies. With the new Law for Administrative Inspectorate where the inspector can conduct the inspection without warning even without the subject being inspected, not only directly intervenes in the independence and political neutrality of the institutions guaranteed with the Constitution and law, the same opens the way for insulting any of the motives of high-level control and power.
Moreover, another law, the Project on Inspections that has already passed even in second review in the Kosovo Assembly, has created the way for the Government directly to intervene in the exclusive competencies of local government that municipalities enjoy with current legislation. From examples around the world, we know that intervention in the competencies of local government, that is, in their central power central central central centralization, only authoritarianism feeds on. This is the danger that Kosovo faces as such a law goes into effect.
Our request is clear: The Administrative Inspection Bill cannot be passed. The Administrative Inspectorate will be one of the most efficient mechanisms power will have in its power to control, blackmail and police employees inside the state device.
