Four thousand, 263 fines for citizens who did not comply with anti-medic measures are pronounced CO VID-19

A day earlier, police have pronounced 3981 fines for citizens who have failed to comply with measures for protection from corona infection.
While, Kosovo on Monday (August 30th) anti measures entered into force CO VID0-19 undertaken by the government.
These measures include restricting the movement of citizens, limiting the work of gastronomics, delaying the start of the learning process until September 13th, and other measures you can find below.
We're bringing you all anti measures below. CO VID-19:
A. [Territorial implementation]
1. This decision applies throughout the territory of the Republic of Kosovo.
B. [Entering and exiting citizens in and from the Republic of Kosovo]
2. From August 30th to September 13th, 2021, each person who enters the Republic of Kosovo must possess one of the following evidence:
2.1 vaccine certificate for full vaccine or taking a dose of vaccine against COVID-19;
2.2 RT-PCR negative test for COVID-19, no older than 72 hours;
2.3 Evidence that the person has passed COVID-19 (test RT- Positive PCR released no less than 21 days and no more than 180 days or positive results of the serological antibodies test ) IgG, released mostly 30 days ago;
2.4 Quick negative antigen tests no older than 48 hours.
3. Citizens of the Republic of Kosovo, as well as persons with temporary or permanent permission to stay in Kosovo, who enter the Republic of Kosovo, if they do not possess one of the evidence according to 2.1 to 2.4, must self-isolate for 7 days. These persons must meet the declaration under oath of self-issolation at the respective border checkpoint.
4. From the request to possess any of the evidence according to 2.1 to 2.4, they are released:
The 4.1 persons who enter Kosovo via airport or through land border points and leave Kosovo within three (3) hours through airport or ground border points, provided that at the entrance we sign the declaration that it will release Kosovo within three (3) hours;
4.2 The people who work as professional transporters (volzies), provided they respect the protocol for international transport for protection from COVID[1]19;
4.3 Citizens of the Republic of Kosovo who have been outside Kosovo in the last 12 hours;
4.4 Foreign citizens who pass through Kosovo through transport organised by bus or regular international line, transit, provided the declaration is signed that they leave Kosovo territory within 5) hours;
4.5 Foreign diplomats accredited in Kosovo;
4.6 persons under eighteen years of age (18).
C. [Protection and security at work]
5. From August 30th to September 12th, 2021, in public and private institutions, is tasked with presenting only essential staff to work, while the non-sensual staff is instructed to work from home. For the sake of this decision, essential staff are considered workers whose physical presence in the workplace is necessary for performing tasks.
6. Public and private employers are obliged to determine essential staff in collaboration with workers.
7. Public and private employers are instructed to create conditions for performing housework tasks for workers who are not essential staff for the needs of employers when possible.
8. By September 13, 2021, all employees of public institutions, as well as personnel of government-owned public companies or a municipality, must possess one of the supposed evidence at 2.1 to 2.4, in order to be allowed access to the workplace.
9. The highest administrative officer of each public institution is obliged to appoint a responsible person who will control the possession of any of the supposed evidence at 2.1 to 2.4.
10. Pregnant women are released from their obligation to perform physically at work.
C. [General measures of protection and hygiene]
11. Public and private institutions, as well as other subjects, are subjected to holding hand disinfectant and a quantity of masks at accessable locations at the entrance of the object as well as in domestic environments.
Twelve. Public and private institutions, as well as other subjects, are under way to place visible signs of COVIDD-19 protection rules, including the sign of preventing access to objects without masks, respect for distance.
13. responsibilities of public and private institutions and other subjects are under way to perform disinfectation and ventilation of closed spaces.
14. The mask kiss, covering the nose and mouth is mandatory in all cases, except:
14.1 during driving alone, or when the vehicle is exclusively present to close family members;
14.2 During running, cycling, and exercise;
14.3 Eating or drinking.
15. There's no access to closed environments without a mask.
16. All public and private institutions are committed to specifying an employee to monitor implementation of the measure specified at 15.
D. [Crowding]
17. From August 30 to September 13, 2021, the circulation of citizens is limited from 10: 00 p.m. to 5: 00 a.m., except:
17.1. Emergency nature cases (to seek medical assistance, drug purchases, to offer medical attention or assistance, to avoid injury or to escape a risk of injury);
17.2 Rounds for health personnel, security and operators performing jobs or public services;
17.3 Economic operators' night shift personnel providing the operation of the supply chain (including transport of goods/services), but provided they are equipped with special permits from the system The Kosovo Tax Administration's FDI.
17.4 To those who apply special temporary permission by point 19 because of the incident of special importance.
18. Employers are permitted to ensure that their workers who submit to limit from points 17 have enough time to travel to their dwellings.
Nineteen. The minister of health can release special permission for specific events, under which only the need for this event is allowed, so that the restriction of circulation can be temporarily extended to a certain category of people.
Goat. [Institutions of Education]
20. Teaching activity in public and private pre-university education institutions is suspended until September 13th, 2021.
21. Except for the 20th, pre-school and daily education institutions continue to operate according to relevant guidelines.
22. By September 13th, 2021, staff at all public and private institutions of all educational levels must possess any of the supposed evidence at 2.1 to 2.4.
23. The highest employee of any educational institution at point 21 is obliged to appoint a responsible person who will control the possession of any of the supposed evidence at 2.1 to 2.4.
24. All public and private institutions of all educational levels were denied organisation of extra-school activities, such as field trips, group walks, different school staff parties, or students.
E. [Present for social and pension schemes]
25. The Ministry of Finance, Labour and Transfers instructed to free all beneficiaries of social and pension schemes managed by MPT from regular submission to relevant offices for ID purposes, as required with relevant laws.
F. [Confirming public and private meetings]
26. Service gatherings are allowed to be closed up to thirty (workers, meetings, seminars, training, cultural events). The organizer is tasked with providing the 1.5m physical distance between people.
26.1 Assembly meetings of the Parliament and Government are allowed despite the number of people, respecting wearing masks and social distance.
27. Cultural gatherings and events in foreign environments are allowed up to 50 (50) persons (publicly). The organiser is obliged to ensure that he maintains a 1.5m physical distance between people.
28. Despite score 26 and 27, for concerts and festivals it is worth 31 points.
29. Keeping waiting for comfort/key-end is forbidden.
Thirty. Hospitals are only allowed with the participation of the close family, ensuring that participants maintain a 1.5m physical distance from each other.
G. [Stopping specific activities and organisations]
31. Despite the number of people, the event of nightclubs is prohibited, as well as the organisation of festivals, concerts, ecursions, peliginations, weddings, engagements, family and social holidays, throughout the territory of the Republic of Kosovo.
G. [Gastronomia]
32. Gastronomial services are allowed to carry out their activities in line with the relevant guide.
33. There are no gastronomial services in closed spaces. The attitude of customers (food and drink service) is permitted only in the open spaces of gastronomy bars. Use of no more than 70 % of space capacity is allowed. The area is counted for food and drink areas.
34. Meaning of expression open space and closed space has the same meaning as Law No. 04/ L-156 for Tobacco Control.
35. Clients should sit at any time within gastronomial services in which food or drink service is allowed, except:
35.1 entering or exiting the premises:
5,352 While paying order;
353 During going or going back to the toilet;
354 When necessary for health and security purposes.
36. In cases of 35.1 to 35.4, wearing a mask is charged with covering your nose and mouth.
37. Gastronomial services are allowed to carry out their activity between 5: 00 a.m. and 9:30.
38. Music is only allowed until 9:00.
39. Local responsibilities should ensure that the distance between customers at different tables is at least a (1) metre.
Forty. The back of a chair with the back of the other chair should be at least three feet away.
41. Each table should be equipped with disinfectant that contains at least 60% alcohol.

H. [Trading Centres and Other Economic Operators]
43. Commercial mall activity is allowed according to their guides.
44. All operators, who for economic activity have large-scale and retail trade, are engaged to determine the maximum number of local customers at the same time according to rule 1 person per 8m2. These operators are forced to mark the maximum number of customers allowed simultaneously at the outset. The area is counted for the area where customers are allowed to stay.
45. Under commercial centres and other economic operators, children's playgrounds are banned. While gastronomy services within malls are worth 33 points.
I. [Works side]
46. The individual responsible for the public or private institution and economic operators is obliged to stop lining or gathering in and out of the work/business environment, unless at least 1.5m physical distance is maintained by other groups of people.
J. [public transport]
47. No access to public transportation without a mask.
48. Travelers' road transport operators are allowed to work using 50% of the seat capacity.
49. The taxi is allowed to travel up to two (2) travelers.
K. [Tathrot, Libraries, etc. ]
50. Libraries, cinemas, youth centres, museums, culture centres with groups or other similar MKRS or Communists subordinate institutions suspend their activity until September 13th, 2021.
51. Theatres, orchestras, ansembles, ballet is allowed to organise online performances (without public presence) as well as to maintain exercises.
L. [Sport and recreation]
52. The organisation of sports events and exercises pertaining to protocols and recommendations of world organisations for organising sports events and with protection measures of the Government of the Republic of Kosovo.
53. The number of contest participants (sporters, clubs, officials, and other participants needed for the development of the race) is determined by sports federations by respecting the distance measure and other safeguard clauses.
54. There is no audience presence in closed space racing activities.
55. The presence of viewers up to 10 % of the capacity of the object or sports space (stadium, sports halls, pools, other closed spaces) is allowed in competition activities, respecting the distance size of 1.5m and other safeguard clauses.
56. Viewers in contestary activities in outer space should possess one of the supposed evidence at 2.1 to 2.4.
57. Race organisers are obliged to appoint persons responsible for controlling possession of any of the evidence according to 2.1 to 2.4, and to take specific measures, in accordance with international protocols, for mass management (phosites) before, during and after entering the sports space.
58. The exploitation of finals, gyms, and similar activities is allowed. Clients must possess any of the evidence defined at 2.1 to 2.4 of this decision.
59. Each gym, gym, and similar is obliged to assign at least one employee who will control the possession of any of the supposed evidence at 2.1 to 2.4.
Sixty. Exploitation of finance, gyms and similar ones is in proportion to 1 customer at 10 m2.
61. Establishing information signs and disinfectors (or other cleaning tools) on each master's device with the purpose of self-awareness and disinfecting them from each customer after use is activated.
Lee. [Heasters and clarifications]
62. The Ministry of Health is committed to extracting temporary, general and special guides for the prevention and fighting of COVID-19, as follows:
62.1. Acting guide to apply general measures for preventing and fighting COVID-19;
62.2. Acting guidelines for the personal services sector and businesses, industry, public administration and NGOs;
62.3. Acting guide for educational institutions of all levels;
62.4. Acting guide for gastronom, hotel, retail sector and shopping malls;
62.5. Acting guides to religious gatherings, funerals, workshops and cultural activities,
62.6. Early guide for fines, gyms and other recreation and sports;
62.7. Early public transport guide;
62.8. Early guidelines for health care institutions;
62.9. Acting civil aviation guide;
62.10. Acting guide for correctional institutions, asylum centres and foreign maintenance;
63. Guides from point 62 are mandatory for all persons and sectors to which they apply.
64. The Ministry of Health is engaged in explaining the points of this decision in the event of need.
M. [Zeighing]
65. The Minister of Health is engaged, AUV and Kosovo Police, in co-operation with emergency municipal headquarters, to oversee the implementation of this decision and hand over the weekly report to the Prime Minister's Office (every Friday until I6:00 hours).
66. The Ministry of Health, KSKKKK and IKKPK are subjected to the Office of Prime Minister the weekly report (every Friday until 1600) for implementation of the measures, the state of health institutions, the epidemiological situation, as well as predictions for the next two weeks.
67. The Ministry of Health is occupied that, based on Law No. 07/ L-006 for the Prevention and Combating of COVID-19, on the territory of the Republic of Kosovo to issue operational decisions depending on the epidemiological situation and IKPK recommendations.
68. Kosovo Police and Inspectors responsible for overseeing the implementation of measures, other decisions and relevant guidelines in implementing Law No. 07/ L-006 for the Prevention and Combating of Pandemia on the territory of the Republic of Kosovo.
69. For violators of the masses, competent organs are obliged to pronounce penal measures according to Law No. 07/ L-006 for the Prevention and Combat of Pandemi-19 on the territory of the Republic of Kosovo and other laws in force.
70. The only authority that can interpret this decision is the Ministry of Health, while any other institution can offer clarifications to the respective categories for which this decision applies, only after the health ministry approves that clarification.

72. The decision comes into force with the date 29.08.2021 and is published in the Official Journal of the Republic of Kosovo.
