Out of 33 tenders 28 of them have been awarded in a closed, or as officially recognised through negotiated procedure without publishing the contract's announcement.
From April 28th, only five tenders in this ministry have been submitted to open and fair procurement procedures.
This is what tenders in this form are considered the most questionable process of corruption and state budget theft, writes Infocus newspaper.
This is because negotiation is done directly between employers, in this case the Ministry of Infrastructure and private companies.
Under the Public Procurement Law, negotiated procedures apply under specific circumstances where contracting authority invites and consults with economic operators selected by him to negotiate the terms of the contract with one or more of them.
While open procedure implies procurement procedures that allow any interested economic operator to tender and enter the race to win it.
But the Ministry of Infrastructure in recent months chose the first form of tenders. Without competition, as a result, prices in such cases are extremely high.
So the overall value of these tenders turns out to be quite high, which adds doubts about eventual misuse.
5.1m euros this ministry turns out to have delivered through suspicious procedures from April 28th of this year, writes Infocus newspaper.
The jobs performed are different in the detector of infrastructure but also in service supply.
All these contracts are considered of middle value even though they have huge sums.
In fact, the value of these tenders at the ministry headed by Lieburn Aliu deserve from 15 thousand euros to over half a million.
The newspaper Infokus has sent questions to the Ministry of Infrastructure to learn the reasons for giving tenders in this form, but has not received from Minister Libun Aliu's cabinet or the Procuration Office.
