19 people have appeared at the Special Court as possible, direct and indirect victims in the case of the specialised prosecution's indictment against Thaci, Wessel of others. Of these 19 persons where there are Albanians and Serbs, it has been recommended that 18 of them proceed further and their applications be accepted, while one of them is refused the app. In this case, former President Thaci's lawyer, David Hooper, has been declared.

13 pages of cash, containing 29 points, has sent the lawyer of former President Thaci, David Hooper to the Court. These parachutes deal with 19 applications coming from some who claim to be victims in the case of the indictment against Thaci and others.

Hooper in his parachutes has criticised the form of access to the Office for Pronouncement of Victims Applications, saying the same is taking it as a alleged crime in the alleged indictment confirmed any events that took place between March 1998 and September 1999.

“As a result, The VPO claims that the judge of the preliminary procedure should not consider himself limited by the specific events and locations specifically defined at Aktakuza or its” times, Hooper says in his parliament.

“Including non-recognition terms such as “including” and “illustrosive” for reference to locations is unclear and will thus be subject to a future challenge from the protection under the 97 (b) rule rule. The defence will not prove these arguments here prematurely, but invites the judge of the preliminary procedure to consider at the right time when he receives the challenge of defence under Rule 97 (b) before deciding on these observations”, Hooper said.

Hooper's objections concern him that, according to him, it is completely unreasonable, that an accused in the indictment, should also be charged with alleged crimes for which he is not blamed or charged.

In this context, Hooper has demanded that victims' applications only be accepted, which present clear evidence that they suffered direct and not indirect damage during the period of the indictment.

Hooper's next complaint is the fact that VPOKZA for Victims Applications has not shown where the alleged crimes by applicants have occurred.

The subservation notes that the VPO has not discovered, in its report, the whereabouts of alleged crimes mentioned by the complainers. For victim-0106 applicants, victim 02/06, victim-0306, victim 04/06 and victim-0506, The VPO refers only to a site of detention marked at the Confirmed Accuza within the period of the indictment”. Regarding Victima-07/06, VPO notes that the researcher claims several crimes “in an unknown country in Kosovo within the prosecution period.” For the remaining applicants, The VPO simply shows that they claim events “on Kosovo's territory” within the prosecution period, including an area of 10 thousand 887 square metres”, Hooper's complaint said.

“In his decision Framework, the judge of the preliminary procedure himself ordered that the VPO Report for the Pauls include “alleged crimes or crime sites, as well as the alleged perpetrators' author. ” Minutely, if not given the exact location because it would allow the victim's identification, The VPO should justify it and provide sufficient details to assess whether the allegations of crimes fall within the geographic scope of Aktakuza”, the lawyer's complaint to Hooper is said further.

Hooper also has his doubts about applicants as a direct or indirect victim. In this context he has demanded that applications made on behalf of a dead person be rejected.

“Since an applicant must have personally suffered damage, requests submitted on behalf of a deceased person also must be downloaded; to be acceptable, the application should be submitted in the name of the applicant and claim, ultimately, a personal damage resulting from the death of his/her/”, says Hooper.

In this case, court parachutes have also sent the lawyer of former KLA spokeswoman Jakup Krasniqi.
