Mustafa has been part of the organisation of the National Liberation Movement since 1988, under the leadership of Africa Dzitia, Fahri Fazlia and Fadil Vata.
During the illegal activity, he was arrested by Slobodan Milosevic's regime in 1993 and sentenced to 5 years in prison for organising the armed uprising.
In August 1997, after ending his prison sentence, Mustafa was committed to organising and expanding the KLA in the Pristina region, Obilicqi, Gjilan, Kamenica's Year.
He has led the KLA guerrilla units under the name BIA guerrilla until the establishment of operations zones of Llap and Karadaku.
Mustafa has been an associate of Bahri Fazli, Agron Candman, Ilir Konushevci, Raif Cela, Fatmir Humolli, Isa Kastrat of many other KLA 911 figures.
Salih Mustafa has been one of the founders of the LCQC.
He served as head of the Kosovo Protection Corps intelligence department, then as intelligence adviser to Prime Minister Agim Ceku.
