Will Kosovo cough this end from strikes and protests?

Today, Kosovo Prime Minister Albin Kurti has received a powerful warning from the Federation of Kosovo Health Unions that if by December 15th he ignores their demands for the Law of Salaries, doctors will go on general strike at all levels. So said in one [...]

So said in a press release release from FSSHK. It notes radical measures will be taken in all public health institutions.

The FSSHK Steering Council unanimously demands from the Government of the Republic of Kosovo that unless the Law of Salaries passes to raise wages for all employees in the health system at a 50% height, and that is given that there has been no wage increase since 2014. The FSSHK Steering Council reminds the health workers of their serious state as a result of inflation and livelihood, growth that would affect the easing of this situation, this increase would be valid until the start of the implementation of the Gentile Law. FSHK until the 15th December will talk to each member and simultaneously awaits reflection by the Government, which has formed a negotiating group, if even that does not happen, the FSF warns radical syndical measures, such as cutting off work in all public health institutions. ”, said in response.

The doctors' reaction comes after yesterday's statement by Kosovo Prime Minister Albin Kurti, where he said the likelihood of salary increases in Kosovo are relatively small, and for that he addressed it as he put it in 20-year bad management.

Of course I understand strikes but my understanding depends on their legitimacy so we have to have legal strikes. However, the Republic of Kosovo is doing everything to help health workers, and we are eternally grateful, not only for the commitment so far but also constant and ongoing. Kosovo's prospects are relatively small and we know in what situation the health system is going on and the medical service in general in Kosovo due to the bypass for more than two decades”, Kurti has said.

Besides doctors, protests and strikes have been warned by teachers. The chairman of the United Trade Union of Education of Kosovo has held a meeting with institutional leaders.

He in a proposal for news.net after meeting with institutional leaders said no strikes have been suspended, but will talk to the mayors at local levels in this regard.

I can't tell you anything about suspending the strike because I'm not the one who decided, now we have to discuss with mayors at municipal levels. We'll see if we keep the meeting from a distance since the mayors at municipal levels are in learning processes, or we'll arrange a physical meeting for which we're going to inform you”, Jasharaj said.

He has said that at the meeting with Minister Svechla, he was promised that after preparing the Law of Salaries, meetings will be held with the Union to consider their demands.

“We have held a meeting with Interior Minister Jhelal Svechla, the minister who is sponsor of the Law of the Salaries after joining the Ministry of Public Administration. The Minister of Education, Arberie Nagavci, has also been present, to which we have always expressed our concerns and who was present to show that it is interested in resolving these issues with dialogue”, Jasharaj said.

Jasharaj has said that Svechla has informed him that there will be delays in drafting the Law of Salaries because it is working on removing defects in this Law.

“Minister Svecla has confirmed that he is working on the Law of the Salaries, but is working on removing the defects that the Constitutional Court has shown and removing these defects, the established labour commission will have working meetings with the Union, or all of them to discuss their thoughts. Svechla promised us that this would happen before the final version of the Law of Salaries goes to Government for the vote and then continue to travel towards other procedures. Svechla told us that this takes time after they do not want to have a Law that can still be punished by someone or brought back with the eventual decisions of the Constitution. We have asked Minister Svechla to set aside sufficient means for the Law in the second reading of the Law of Salaries, but he said this is not his competence after being decided by the minister of finance, MPs and others”, Jasharaj said.

On the other hand, trade union activities have also been supported by the Union of Independent Trade Unions of Kosovo, who have said they support trade unions' demands. It remains to be seen what the epilogue of recent events in Kosovo will be.

During today, the chairman of the Independent Private Sector Union, Yusuf Azemi, has warned major protests in the next week if the government does not reflect on the fulfillment of promises.
