Cell delivery for Denmark, Haxhiu: There may be incidents

Justice Minister Albulen Haxhiu has confirmed that after the letter signed with Denmark to bring 300 prisoners, she has committed the Legal Department if such a decision needs constitutional changes.

According to her, the moment the agreement goes to the Assembly, it means it is above the laws in Kosovo and there is no need for such changes.

After the signing of the paper, the phase of discussions by Justice and Ministry of Denmark groups begins, where we will discuss the draft agreement and treaty in this direction. I have committed the Legal Department to deal with whether there is any constitutional change or not, although I consider there is no need for the fact that the agreement is ratified in the Assembly. It's not something that went into effect the moment I signed it”.

So the moment this agreement goes to the Assembly that means that the agreement is on Kosovo laws subsequently has that power and there is no need for constitutional change. But I am also in expectation of an opinion by the Legal Department and will act in line with the suggestions we receive from responsible persons”, Haxhiu has said of EO.

Minister Haxhiu said the 15m-euro agreement amounts to rule of law and empowering the Correcting Service and 6m euros in renewable energy.

There are also benefits for Kosovo, so there will be 15m euros to be divided into Kosovo's budget for rule of law, for empowering Kosovo's correctional service. On the other hand, there will be 6 million in renewable energy because we are facing energy crises and also numerous donations to rule of law and there will be investments in the detention centre in Gjilan and these will take over Denmark. It's very important to empower co-operation with Denmark. We'll see how we finalize this deal”

However, Haxhiu does not rule out the possibility of incidents from prisoners, adding that Kosovo may have criminal responsibility.

We can expect that there will be incidents even from people inside. That's why it's the state that has profiled institutions that address possible incidents. I think the detention center in Gjilan has the necessary infrastructure and we haven't had the only case that escaped from that center, and incidents can happen from our own prisoners”.

We do not rule out the possibility of such incidents even from those who come to Kosovo. The responsibility for addressing them in terms of administrative terms will be Denmark. As for criminal responsibility, Kosovo may take responsibility for the fact that the work takes place in Kosovo”.

This agreement will benefit 200m euros for the next 10 years.
