A week before the elections, Kurti Government promises hospital for lypians

There are projects that are financed by budget revenues, and there are projects that are financed by soft loans.

Hospitals and mainly health projects are investments that international financial institutions voluntarily finance, which will also finance construction of the Podujevo hospital.

As for the budgeting, at the Government meeting in which the budget was approved last Friday, I stressed that in addition to many new policies involved in this budget, there are several other innovations in public finance management.

Among other things, there is restructuring the way projects are budgeted that are expected to be financed with soft loans, or through the investment clause, as the Public Finance Management and Responsibilities Law recognizes.

For all new projects expected to be financed on loans according to the investment clause, we have created a 50m-euro programme (40 capital and 10 goods), which is then distributed through budgetary organisations according to the dynamics of signing and ratification of projects.

So in the case of Podujevo Hospital, once the project is negotiated with one of the international financial institutions (World Bank), E IB, BERZH, CEB, etc., the amount needed for hospital construction is drawn from the programme for financing potential projects, and transferred to the budgetary implementation organisation.
