SKANDAL: Albulen Hadziu's ministry throws hands in favour of corruption indictees

Several actions by the Justice Ministry are being described as interventions in a major case of high profile corruption. Deputy Prime Minister Blerim Sallah has ordered investigation into exits of the Mulloll Union prison. He's a cooperative witness. His mission has been the recording and discovery of the corrupt relatives of the former Prosecutorial Council director, Ramadan Krasniqi. The ministry is wanting to establish his release from prison as illegal.

Consequently, the recording authorised by the Kosovo Police Equipment Court is intended to be declared as unacceptable evidence at the Court. Rejecting this evidence with precisely the motive that it is unacceptable has also called for Krasniqi's defence. This test is the key in the process, which confirms receiving large sums of money from the accused, Mulolli and a car worth over 25 thousand euros for Krasniqi's assistant, Marigona Berisha.

This process of obstruction of justice has included Lendita Gashi, a former I official. CITAP in Kosovo is part of the Department of Justice of the United States of America. She has left work after uncovering ties with Ramadan Krasniqi.

Weeks ago, Gashi appeared at the side of Albin Kurti, in several activities. Paparaci, reveals she is threatening investigators and prosecutors involved in Krasniqi's arrest.

Paparac's several-week investigation has revealed in detail through evidence, e-mails, paperwork and videos about how the Ministry of Justice is trying to intervene in the criminal case of this scandal.

Paparaci, also exclusively brings videoincation of the convict's meeting, the Mulolli Union, with the former director of the Prosecutorial Council, Ramadan Krasniqi.

It proves how Krasniqi has intervened to help this convict. It's about the money that Krasniqi's children have received and a car for the assistant, Marigona Krasniqi, and the money for the education of the children. This money, according to Mulloll, had been given to Gurim Krasniqi, Ardian Krasniqi.

Hail Krasniqi, denies he received that money. But he claims the help he has given the convicts, Mulloll.

The documents Paparac has secured speak of how the Ministry of Justice, it has come to the conclusion that the release of the Mulll Union prison, the prosecutor's collaborative witness in the criminal procedure against Ramadan Krasniqi, was illegal.

Ramadan Krasniqi, former director of the Secretariat of the Kosovo Prosecutorial Council (KPK), is charged by the State Prosecutor for several serious criminal acts. His act has been raised on a key test: legal videoisation conducted by the Mulolli Union.

Sentenced to one year in prison for four criminal acts, allegedly to have exerted the influence of Gurim Krasniqi, the justice associate was proclaimed in February 2021.

Seven months after receiving the co-operative witness's order in the criminal case against Krasniqi, the Justice Ministry launched an investigation into the case of release from the Mulloll Union. Deputy Minister Blerim Sallah authorized the investigation.

According to the file Paparac has secured, the Ministry's number two asked the MD's Inspectorate to conduct investigations into the release procedures of the Mulloll Union, including the prosecutor's “for his release.

The Inspector's report draws harsh conclusions toward officials of the Correcting Service but who are not true.

The Ministry's inspector, estimates the prisoner, the State Prosecutor's Co-operative Witness, has been released without ignoring the legal procedures of the Kosovo Correcting Service.

“Subscription of prisoners Union Mulolli from the institution for the Founding Prosecutor is in conflict with the Internal Labour Rule NR. 1459 date 30.11.2015”, states the report of the MD's Inspectorate on “the conveyor of the Union Mulli”.

The inspector, in the report dated October 11th, 2021, disputes the ruling on the bail release of Mulloll, issued by the Kosovo Judiciary Council's independent constitution for Freedom panel. The heads of the Kosovo Correcting Service blame for ignoring the procedures.

The Ministry's investigation into the case reveals the lack of information on the Council for Freedom with Condition on a serious incident in which Mulolli was involved within the High Security Prison.

“The introduction of parole documentation by the BSL professional team [Brug High Security] was made by 19,02.2021, where there was no co-ordination between the two institutions, in this case between the BSL and the QP-Prestina, that the parole panel would be informed on official paperwork for the incident's case of 20,01.2021, where the prisoner physically attacks the head for security at the Central Directorate, Ilir Kelmen, after the panel has made its decision on release of 31.0311).

But the file and documentation conveyed by the Correcting Service say otherwise. It is mentioned that Mulloll had physically attacked the prison director, Ilir Kelmendi, in January 20, 2021. The attacker was sanctioned on 15 days alone. The case was reported to the Kosovo Police. This already publicly known attack was confirmed for the media.

Ministry carried out investigations, prosecution says they have no competence for these actions

Blerim Saquu, depending on Albulen Hadziu, who authorised investigations into the case, has refused to name the inspection of the prosecution's co-operative witness's case, interference in the prosecution of Burim Krasniqi.

The deputy minister, on Wednesday 17 November, told Paparac that the investigation of the MD's Inspectorate is exclusively linked to the work of the SKK, because according to him, the Ministry of Justice has no tendency to engage in criminal investigations.

“S first criminal investigation does not enter into the framework of the Justice Ministry's responsibilities and competencies, said Saquu, in one of the media's questions on the case.

Despite this, Sauni noted that investigations into the co-operative witness case resulted in his release by “serious breach of procedures and rules of the Correcting Service”.

He insisted that the MD has carried out the responsibilities it is called upon.

“As the MD, we have responsibility only in dealing with actions taken against prisoners regarding the compliance of procedures and regulations during the suffering of the punishment of these persons and the legal way of their exit”, he found.

But the State Attorneyate values this situation completely differently. He says everything is in line with the Criminal Procedure Code. In fact, he accuses the Justice Ministry of interfering.

In a written reply, the prosecution has told Paparac that the only competent body for assessing the validity of its ordinances is the court.

The existence of the Justice Ministry Inspectorate report questioning the ordinance for the release of the Mulloll Union, the prosecution has named “interventions in the state prosecutor's work”.

“If there is one, we estimate that the competent body for the assessment of the validity of the state prosecutor's decisions is the competent court, not any other institution, as well as any assessment of the other organs could, respectively, present interference in the work of state prosecutor”, said Laurel Ulaj, the Prosecutor's spokeswoman, in a response to Paparacin.

The State Prosecutor denied ignoring the procedures when he gave former prisoners Mulolli, the order of the collaborative witness.

“We inform you that the State Attorney, [...] in the application of the pre-prosecutor's ordinance, through co-operative witness B.M., has applied the secret measure, on which evidence and other evidence has been filed, and the same has been prosecuted at the competent court for further treatment of”, spokeswoman Ulaj said.

Jailed in 2020, the Mulolli Union was conveyed on February 23rd, 2021, under the supervision of correctional officers from Pristina's Pristina Pristina Pristina Pristina Pristina Prosecution Centre.

About a month later, the prosecutor's collaborative witness was released on bail under an act of the KDP's Freedom Panel.

Mulolli, there are many scores of “laundered” with Krasniqi, but also with his two people -- driver Ardian Krasniqi and Assistant Marigona Berisha. They had promised to help him escape prison in exchange for thousands of euros and a gift car that they had accepted.
