Kosovaress: Mr. Racci has been the mayor of the municipality for about 10 years, the most vice-president of the Cline Municipal Assembly and deputy minister. What made you join the mayoral race?
Esat Raci: I've been serving the citizens of Kline for a long time. It is our duty to serve our city, our country, whenever we can and requires need. The circumstances that were created and the abusive pattern of four - year - old governance that we are leaving behind are the greatest reasons that have motivated me to enter this race with the clear intention of changing this bad government and turning the municipality into the service of citizens. Kline so far had a chairman who has not governed, but has himself been governed by interest groups, political and parapolitical groups. We had a chairman who only with employment, favour and political comfort has been taken throughout his mandate. No important project has been accomplished. Over 90 percent of his promises have failed to implement. Even projects that were left unfinished in his mandate before him have not been completed, because he has not been interested in working for Cline and her citizens, but has only interested in serving family interests and narrow political clans. Citizens of Kline know this and I believe that together we will quickly install a different model of governance, a responsible, developmental model and in the service of all citizens, without political differences.
Kosovaress: Named interest groups, political clans, could you please be more concrete, who are they, whom did the president of Kline serve?
Esat Raci: They're all known. There were media reports. There is also an accusation about misuse of official duty. The Kline municipality is packed with party militants, the Cline schools are filled with political directors as task makers, public competitions are constantly repeating to counter-addict individuals. So, we have extreme politicization, clientelelysmism, favourability and non-stop abuse. It may soon end up being the accomplished chairman himself as convicted of his abuses, so I don't know why he has reconfirmed when he is in an unfinished trial.
Kosovaress: Why should you citizens of Kline trust?
Esat Raci: These choices are about change because citizens are fed up with this misgovernance. The difference is me and I have the support of my partners, other political parties in Cline, who are disappointed by the co-operation they have had with Chairman Elezaj. So he has not only disappointed the citizens of Kline, but also his political partners, who have had them so far, because he was not correct in the interparty departments that he created to serve Kline, that let alone with citizens who had voted him four years ago, hoping he would do some serious business. Kosovaress: You're constantly talking about failures... can you tell us what are the three biggest failures in the leadership of the next president, your counterCandidate?
Esat Raci: In their right, it is not easy to solve his three biggest failures because his rulership was a total failure. That no capital project has realised. No school, nursery or sports gym built it. He has neither kept his promises nor over 90 percent of them nor fulfilled them. Kline continues to have drinking water problems. He has not invested in education, agriculture, or health, excluding some peripheral renovations here. In the municipality of Kline, only the main Family Medicine Center and the three QMFs in three local communities and no one else works. Even the pandemic has been mismanaged because Kline's taxpayers' tools have been misused in the name of the purchase of necessary materials at the QKMF. They've bought large quantities of morphine, which isn't even used in the QKMF, and there's been a large shortage of essential drugs to treat COVID. These and many more are reflected in the audit report. He failed to complete projects that were incomplete in 2017. He has promised government with clean hands, while today he is the third person with charges and is brought to judicial proceedings for abuses of official office. They became more than three, but be assured that the failures are in succession because all he cares about is serving his political tax and attracting people of other parties with favour and promises of various employment, in hopes of increasing the party vote. This is punishable and will be punished by the citizens of Kline on November 14th.
Kosovaress: Can you tell us what your three priorities as head of Kline will be?
Esat Raci: The priority above all priorities is to return the Cline municipality to its citizens, increasing the quality of municipal services and eliminating all administrative bureaucracy. The Cline municipality, the entire public administration, will only serve the citizens and development of Kline. So I'm gonna take the town away from the interest groups the mayor gave you on the run and I'm going to return it to its citizens. Then, agriculture, livestock and rural development will also be priorities for my government. Within my four-year mandate, I will invest over 1m euros in direct support for Kline farmers. And the third priority, from the current point of view, I appreciate that it is comprehensive infrastructure completion in all sectors, that we should once put an end to continued infrastructure investments, as preconditions for further multidimensional development. We have to complete the infrastructure investment phase, so that we can continue with new development stages, improving the maintenance of that infrastructure. It is invested if investment is not maintained later. The clan has built roads, but they need to be maintained, cleaned. In fact, the current chairman has also paved the surface route on which the green grass would emerge. Besa has also paved her way outside Kline's territory, because as chairman even territory the government does not know.
Kosovaress: Your message to Kline citizens on November 14th?
Esat Raci: I'm from the citizens of Kline to vote on November 14th because I'm one of them. I will continue to be one of them as chairman of Kline, but with a much greater chance of making Cline the way citizens love her, to enhance their well-being. I ask from the citizens of Kline to give me a chance, to give me a chance, to prove that we can change the Kline together, we can develop it and restore the city's vitality. Kline has great places, but the municipality needs to take care of them. So, my message to the citizens of Kline, who I believe, knows my will and willingness to serve with honor, correctness and accountability, is beyond me, because the clans ask me to believe their vote, that not only I, but the entire administration of Kline will be in their service and the development of our villages and cities.
