Drama in Dragash between the PDK and LDK: PZAP reveals the scheme of how voting was conducted by the diaspora (Document).

In the regular outcome of the runoff round in the Dragas municipality, the Democratic Party of Kosovo received 47 votes more than the LDK.

But after the bail and diaspora, The LDK emerged in a narrow advantage, since candidate Bexhet Xhedinini (LDK), received 244 votes from the diaspora, until he did. PDK's only 54 votes.

The huge gap in diaspora votes that brought the fall and result prompted the PDK to file complaints at PZAP, claiming that most of the votes coming for the Dragas municipality were manipulated votes, filled by a single hand.

The PDK's request for full annulment of the diaspora vote was approved completely by PZAP, prompting once again to change the winner of the election in Dragash from Bexhet Geladin (LDK) to Saban Shaban (PDK).

In documents published by the PACE, there are the reasons behind which the diaspora votes were completely canceled, assessing that the process has been damaged to the extent that it has deviated from the will expressed by citizens.

In the PZAP document, special cases are cited in which citizens registered in one state on the voting registration form submitted packages by vote from another state.

PEZP Reasoning

Twenty-four Dragas municipality voters, who have sent packages with ballot papers from outside Kosovo who, in the application period, as a settlement to the census form, have given various states, have not sent the ballot packages from those countries.

Ten of these voters, who have sent packages of balloting from Austria, have declared Italy's state as home to registration forms.

Six voters, who have sent the ballot packages from Austria's state, on application forms have declared Germany's state as home.

A voter has submitted packages with ballot papers from Germany, while on the application form for the census has declared the state of Switzerland.

Two voters have submitted packages of balloting from Austria, while on census forms they had declared the state of Czechia residence.

The Democratic League of Kosovo filed complaints to this decision in the Supreme Court, saying PZAP is trying to change the will of citizens.

“Sic is today informed of the CEC has announced the final results for mayors in the 14 November runoff. But in these results, Dragashi does not also figure, so today the LDK has filed a complaint with the Supreme Court for the scandalous decision of PZAP and its three judges who have tried to change the will of citizens of Dragash”, Halimi said.

Halimi added that these votes were verified and certified in two rounds, where they had been verified as regular.

“Recall that all these votes were taken into account and were made part of the certificate of results in the first round by the CEC. They had been verified, open, accepted as regular by the CEC and in the second round. Their annulment is an anti-democratic effort to overturn the election result from the ballot boxes on table” Halimi said.

Meanwhile, Faton Fetah, lawyer of PDK stated that the decision was made PZAP brought justice to Dragas' citizens.

“PZAP has ascertained as being based on arguments that we have set up in terms of organisation, orchestrating and manipulation of the will of citizens living abroad, thus diverting the will of about 12,000 voters, who are free and democratic, express their political will on November 14th” he declared.
