These are new rules for crossing Kosovo- Albania

From Wednesday 13 October, all citizens who want to travel from Albania to Kosovo will face new measures imposed by Albania's Ministry for Europe and Foreign Affairs (MEPJ). They must be equipped with vaccine certificate, evidence passed COVID-19 or test PCR [...]

On the other hand, new anti-David measures have been introduced in Kosovo on 13 September.
Citizens of Kosovo, as well as persons with temporary or permanent permission to stay in Kosovo who enter the Republic of Kosovo, if they do not possess one of the evidence, must self-syolize for seven days.
While all other citizens must present, the certificate of vaccination, the test PCR negative, rapid negative antigen test as well as evidence that COVID-19 has passed.
