According to Government's announcement, the mask will continue to be binding on citizens of the country.
Meanwhile, there have been changes on the time of movement of citizens.
The citizens' circulation limit continues to be between 0 o'clock and 05 o'clock.
Even after that meeting, the Government continues to ban the activities of nightclubs, as well as the organisation of festivals, concerts, walks, pilgrimages, weddings, engagements, family and social parties, throughout the territory of the Republic of Kosovo.
At the same time, funerals are allowed only with the participation of the close family, ensuring that participants maintain a three-foot physical distance from each other.
Gastronomial services, however, are allowed to carry out their activity between 5: 00 a.m. and 11: 00 p.m.

The government of the Republic of Kosovo, in electronic form today, has held its 41st meeting.
The new decision for general and special measures for control, prevention and fighting of the COVID-19 pandemic was adopted, as well as the request of the Ministry of Finance, Labour and Transfers for Savings and Budgetary Divisions in the budgetary organisations' budgetary spending categories for 2021.
Based on recommendations provided by the Kosovo National Public Health Institute, the ministries of the line, interest parties and relevant experts were adopted the new decision on general and specific measures for controlling, preventing and combating COVID-19.
Public health conservation measures and protection from COVID-19 have proved vital to restrict the spread of COVID-19. According to recent reports by the National Institute of Public Health of Kosovo, the epidemiological situation with COVIDD)19 in Kosovo is stable, but the risk remains because variant Delta continues to be dominant in us and that in other countries in the region and the world there is significant deterioration of the epidemic situation.
In such a situation, referring to current data on the epidemiological situation and recommendations of the IKKKPK, the Government has taken measures that are aimed at preserving public health as well as preventing the distribution of COVID-19.
And at today's meeting, the Government has reviewed and approved the request of the Ministry of Finance, Labour and Transfers for savings and budgetary division in the category of budgetary organisations spending for 2021.
General and Special Measures for Control, Prevention and Combat of COVID-19
A. [Territorial implementation]
1. This decision applies throughout the territory of the Republic of Kosovo.
B. [Entering and exiting citizens in and from the Republic of Kosovo]
2. Every person who enters the Republic of Kosovo must possess one of the following evidence:
2.1. Inoculation certificate for full vaccine (with two doses) against COVID-19;
2.2. RT-PCR negative test for COVID-19, no older than 72 hours;
2.3. Evidence that the person has passed COVID-19 (test RT- Positive PCR released no less than 21 days and no more than 180 days or positive results of the serological antibodies test ) IgG, released mostly 30 days ago;
2.4. Quick negative antigen tests no older than 48 hours.
3. Citizens of the Republic of Kosovo, as well as persons with temporary or permanent permission to stay in Kosovo, who enter the Republic of Kosovo, if they do not possess one of the evidence according to 2.1 to 2.4, must self-isolate for 7 days. These persons must meet the declaration under oath of self-issolation at the respective border checkpoint.
4. From the request to possess any of the evidence according to 2.1 to 2.4, they are released:
4.1. The people who enter Kosovo via airport or via land border points and leave Kosovo within three (3) hours through airport or land border points, provided at the outset I sign the declaration that it will release Kosovo within three (3) hours;
4.2. People who work as professional transporters (volzies), provided they respect the protocol for international transport for protection from COVID-19;
4.3. Citizens of the Republic of Kosovo who have been outside Kosovo in the last 12 hours;
4.4. Foreign citizens who pass through Kosovo through transport organised by bus or regular international line, transit, provided the declaration is signed that they leave Kosovo territory within 5) hours;
4.5. Foreign diplomats accredited in Kosovo;
4.6. People under 16 years of age 16.
Protection and security at work]
5. All employees of public institutions, as well as staff of government-owned or municipality-owned public enterprises, must possess one of the supposed evidence at 2.1 to 2.4, in order to be allowed access to the workplace.
6. Every public institution's top administrative officer is obliged to appoint one or more responsible persons who will control ownership of any of the supposed evidence at 2.1 to 2.4
C. [General measures of protection and hygiene]
7. Public and private institutions, as well as other subjects, are subjected to holding hand disinfectant and a quantity of masks at accessable locations at the entrance of the object as well as in domestic environments.
8. Public and private institutions, as well as other subjects, are under way to place visible signs of COVIDD-19 protection rules, including the sign of preventing access to objects without masks, respect for distance.

Twelve. All public and private institutions are committed to specifying an employee to monitor the implementation of the measure specified at point 11 and the evidence according to 2.1 and 2.4.
D. [Crowding]
13. The citizens' circulation limit continues to be between 0 o'clock and 05 o'clock, except:
13.1. Emergency nature cases (to seek medical assistance, drug purchases, to offer medical attention or assistance, to avoid injury or to escape a risk of injury);
13.2. Rounds for health personnel, security and operators performing jobs or public services;
13.3. Economic operators' night shift personnel providing the operation of the supply chain (including transport of goods/services), but provided they are equipped with special permits from the system Kosovo Tax Administration EDI;
13.4. The people who offer evidence that they should be at the airport during the curfew because they have to travel through the plane;
13.5. The individuals to whom special temporary permission is applied is issued by the Department of Internal Affairs Emergency Operations Centre, according to mile 15, due to the need for circulation during the curfew.
14. Employers are committed to making sure that their workers who submit to restrictions from points 13 have enough time to travel to their homes.
15. The Internal Affairs Department Emergency Operations Center may issue special permission for those who provide sufficient evidence for the need to limit your curfew temporarily.

16. The learning process in pre-school and daily institutions continues smoothly.
17. The educational-education process in pre-university education institutions of all levels, as well as in day-to-day centres, is conducted with regular and physical presence, under support, monitoring and active supervision by the Task Municipal Forces and Institute.
18. The learning process in public and private institutions of higher education, as well as in the training and informal education institutions, is conducted with physical presence on the condition that groups over 50 people be accommodated in no more than 50% of space.

22. The highest employee of each institution according to point 18, 19 and 20 is obliged to assign one or more responsible persons who will control possession of any of the supposed evidence at 2.1 to 2.4.
23. All public and private institutions of all educational levels were denied organisation of extra-school activities, such as field trips, group walks, different school staff parties, or students.
E. [Present for social and pension schemes]
24. The Ministry of Finance, Labour and Transfers is instructed to free all beneficiaries of social and pension schemes managed by MPT from regular appearances to relevant offices for ID purposes, as required with relevant laws.
F. [Confirming public and private meetings]
25. Unless otherwise determined in this decision,door gatherings of up to 30) are allowed to be closed (workers, meetings, seminars, training, or other gatherings). It is imperative that participants possess any of the supposed evidence at 2.1 to 2.4 in order to be allowed access to these facilities, as well as the host is obliged to provide the 1m physical distance between people and the checking of relevant evidence.
25.1. Assemblys of the Parliament and Government are allowed regardless of the number of people, respecting wearing masks and bearing 1m physical distance between people.
26. The Health Ministry's Emergency Operations Centre can issue special permission, exceeding the number of thirty, for events of particular importance in public interest.
27. Cultural gatherings and events are allowed in external environments of up to seventy (70) persons (publicly). The organizer is obliged to ensure that the 1m physical distance between people and the presentation of the evidence recorded at 2.1 to 2.4 of the decision.
28. Despite the score of 27 and 29, for concerts and festivalings on foot apply to stops scheduled at point 32.
29. Ceremonies and religious rites are allowed to carry out activity to 50% of the user capacity, provided they possess any of the evidence according to 2.1 to 2.4, so that they are allowed access to closed spaces, in line with the appropriate guide.

31. Hospitals are allowed only with the participation of the close family, ensuring that participants maintain a three-foot physical distance from each other.

32. Despite the number of people, the event of nightclubs is prohibited, as well as the organisation of festivals, concerts, walks, pilgrimages, weddings, engagements, family and social parties, throughout the territory of the Republic of Kosovo.
G. [Gastronomia]
33. Gastronomial services are allowed to develop their activity. Customers and gastronomial staff must possess any of the evidence according to 2.1 to 2.4 so that access can be accessed into closed local spaces, in line with the appropriate guide.
34. In gastronomial bars it is mandatory to appoint one or more responsible persons who will control possession of any of the supposed evidence at 2.1 to 2.4.
35. Exploitation of closed spaces is allowed up to 50% of space capacity. The use of up to 70% of space capacity is permitted in open spaces. The area is counted for food and drink areas.
36. Meaning of expression open space and closed space has the same meaning as Law No. 04/ L-156 for Tobacco Control.
37. Customers should sit at any time within gastronomial services in which food or drink service is allowed, except:
37.1. During login or exit from the local environment;
37.2. While paying order;
37.3. During going or going back to the toilet;
37.4. When necessary for health and security purposes.
38. In cases of 37.1 to 37.4, wearing a mask is mandatory covering the nose and mouth.
39. Gastronomial services are allowed to carry out their activity between 5: 00 a.m. and 11:00.
Forty. Music is only allowed until 9:30.
41. Local responsibilities should ensure that the distance between customers at different tables is at least a (1) metre.
Forty-two. The back of a chair with the back of the other chair should be at least three feet away.
43. There are up to four people on the table in closed spaces. If the tables are larger than two (2) meters, then the prerequisite is the five (5) limit to 10 m2.
44. People on the table or bar are allowed up to six (six) in outer spaces.
45. Each table should be equipped with disinfectant that contains at least 60% alcohol.
46. Server service “MDI (ATK).
H. [Trading Centres and Other Economic Operators]
47. Commercial mall activity is allowed according to their guides.
48. All operators, who for economic activity have large-scale and retail trade, are engaged to determine the maximum number of local customers at the same time according to rule 1 person per 8m2. These operators are forced to mark the maximum number of customers allowed simultaneously at the outset. The area is counted for the area where customers are allowed to stay.
49. Customers and staff at shopping malls and call centres (call center) must possess any of the supposed evidence at 2.1 to 2.4 so that you can access the facility.
50. At shopping malls and call centres (call center) it is mandatory to appoint one or more responsible persons who will check possession of any of the supposed evidence at 2.1 to 2.4.
I. [Works side]
51. In public/private or business institutions, employees/personel, who has direct business with clients/contacts (including, but not being restricted, barbers, taxi drivers, employees at margins and banks etc.), should possess any of the supposed evidence at 2.1 to 2.4, in order to be allowed access to the facility. One or more responsible persons are under obligation to check possession of any of the supposed evidence at 2.1 to 2.4.
52. The person responsible for the public or private institution and economic operators is obliged to stop lining or gathering in and out of the working/business environment, unless at least 1m physical distance is maintained by other groups of people.
J. [public transport]
53. No access to public transportation without a mask.
54. Travelers' road transport operators are allowed to work using 50% of the seat capacity.
55. The taxi is allowed to travel up to two (2) travelers.
56. The public transport staff must possess any of the supposed evidence at 2.1 to 2.4, in order to allow employment in the public transport sector.
K. [Tathrot, Libraries, etc. ]
57. Librarys, museums, cinemas, theatres, philharmonic concerts, operas, ballets, orchestras, assemblies, youth centres, culture centres with similar MKRS or Communists' subordinate institutions are allowed to work using 50% of the capacity of the space/size of the respective objects, provided the public is sitting on chairs. The wearing of a mask and the three - foot [1 m] physical distance between people is permitted.
58. The users of activities according to the 61st point should possess any of the supposed evidence at 2.1 to 2.4, in order to be allowed access to the facility.
59. In activities according to 61, one or more responsible persons should be scheduled to check possession of any of the supposed evidence at 2.1 to 2.4.
L. [Sport and recreation]
Sixty. The organisation of sports events and exercises pertaining to protocols and recommendations of world organisations for organising sports events and with protection measures of the Government of the Republic of Kosovo.
61. The number of contest participants (sporters, clubs, officials, and other participants needed for the development of the race) is determined by sports federations by respecting the distance measure and other safeguard clauses.
62. The presence of viewers, up to 10% of the capacity of the object or sports space (stadium, sports halls, swimming pools, other closed spaces), is allowed in contestary activities, respecting the size of a 1m distance and other protective measures.
63. The presence of viewers up to 30% of the capacity of the object or sports space (stadium, sports halls, pools, other closed spaces) is permitted in foreign space, respecting the distance size of 1.5m and other safeguard clauses.
64. Viewers in contestary activities in closed or outer spaces should possess one of the evidence cited at 2.1 to 2.4.
65. Race organisers are obliged to appoint individuals responsible for controlling the possession of any of the evidence according to 2.1 to 2.4, and to take specific measures, in line with international protocols, for mass management (phose) before, during and after entering the sports space.
66. The exploitation of finals, gyms, and similar activities is allowed. Customers and staff should possess any of the evidence defined at 2.1 to 2.4 of this decision.
67. Each gym, gym, and similar is obliged to assign at least one employee who will control the possession of any of the supposed evidence at 2.1 to 2.4.
68. Exploitation of finance, gyms and similar ones is in proportion to 1 customer at 10 m2.
69. Establishing information signs and disinfectors (or other cleaning tools) on each master's device with the purpose of their awareness and disinfectation by each customer after use is permitted.
L. [Hollies]
70. To enter the thermal baths, customers and staff must possess any of the evidence specified at 2.1 to 2.4 of this decision. At least one employee will be assigned to control possession of any of the supposed evidence at 2.1 to 2.4.
M. [Trades and slaughter of animals]
71. Public markets of vehicles, animals and birds are allowed to develop the event, exploiting 30% of the space/sympathic capacity of the respective objects. The wearing of a mask and the setting of physical distance stalls of at least six feet [2 m] are allowed.
N. [ Personal data and the method of checking evidence according to 2.1 to 2.4]
72. The appointment of authorized persons or employees authorized to check the evidence according to 2.1 to 2.4 is made through the decision governing the authorized person's name and surname. These people must be identifiable through the ID card and their names will be posted at the entrance of the institution, shopping malls, gastronomy bars and any other business.
73. The presentation of the evidence mentioned at 2.1 to 2.4 is made in a form that does not allow authorized persons or services authorized to control their possession, maintain, store, register, or process data that consists of evidence in any form unless the subject of data has given its consent in written form to process these data.
74. Authorized and named individuals to check the evidence mentioned at 2.1 to 2.4, in cases where the subject of data has given its consent in written form to process these data, are not allowed to keep data or reuse them for other purposes, in addition to completing the possession of evidence, in public health interest, and for the sole purposes of combating the spread of COVID-19.
