These are the big local election winners and losers

The party that promised the change has been characterised at a slow pace of jobs and realised only 17 per cent of the 351 actions planned by September.
This slow governance seems to have been observed by citizens in all municipalities.
But who are the great winners and losers of these elections, given whether the results by the CEC and polls are correct?
The greatest winner: Lumir Abdixhiku
The LDK chairman has proved very creative and serious in finding candidacy for these municipal elections. For a few months at the helm of the oldest parliamentary party, he would be tested with a very serious challenge, but seems to have managed to manage with the party exemplaryly.
Rama's candidacy for Progress in Pristina has led the ruling party to drop down the threshold leading the municipality to the runoff, and its result is impressive.
The interesting candidate was Sibel Halim at Ferizaj, Armend Agolli in Mitrovica, Anton Quinn in Prizren and Ekrem Hyseni in Podujevo, past Periscopi.
Lumir, though not present enough in public debates, however, seems to have worked hard at organising Ibrahim Rugova's party and has managed to find the right shape in functioning party structures.
Consistent winner: Memli Krasniqi
Third place in Pristina with 20 per cent of the vote is the high credit of Ismaili Bridge, which raises the PDK vote in the capital. But much credit also to PDK leader Krasniqi.
The PDK seems to have achieved satisfactory results even in Prizren, when in some polls, the current VV president, Mytaher Haskuka, appeared with candidate Shaqir Totaj.
But Memli's biggest achievement is in Mitrovica, with candidate Bedri Hamza praised as one of the best at the country level.
Hamza reportedly won without a run-off.
The extraordinary results this party has reached even in the municipality of Vushtrri, where it was not seen as a party that could reach the runoff.
Big loser: Albin Kurti
The big loser in this election is Albin Kurti, chairman of Vetevendosje. Although he also used state derivatives with his black jeeps to campaign in every municipality in Kosovo, and analysts even attributed elections to interventions in the north, it seems that his loss in this election would be of incredible size.
Drop support in every municipality. The devastating loss of Agim Bahtiri. Disillusion with the result of Arben Vitit, Mytaher Haskuca, Mimoza Kusar. These are some of the many losses this party has suffered.
A relative success could be Gjilan municipality with candidate Alban Hyseni, who is considered among the most serious of this party.
Consistent waste: Vjosa Osmani
Vjosa Osmani has also achieved a major loss, even though he was not officially involved in the election race.
The Vjosa list or List Guxo has achieved negligible results as their candidate in the February 14th election had more than 300 thousand votes.
How many votes would Vjosa Osmani have if elections were held tomorrow? It's hard to say, but falling support is pretty obvious.
Winner: Ramush Haradinaj
Although it seems that Daut Haradinaj's candidacy has not succeeded, however its opposition to Vetevendosje, which is being characterised as very aggressive, has received praise from citizens.
Many municipalities have given confidence to Haradinaj's candidates, who seem to be quite efficient in local government jobs as witnessed in earlier municipal elections.
