The new Kosovo Paddy Hospital, whose cornerstone has been placed for more than five years, has still remained unfunctioning. While its functionality is expected to take even further time, during September, state leaders inaugurated it. But even after a month, not a single service was given in this hospital.
The new Paddy Hospital, which was inaugurated on 13 September this year in the presence of Prime Minister Albin Kurti, president Vjosa Osmani of former Health Minister Arben Vitita, continues to be dysfunctional.
As of tomorrow it is 1 month since its inauguration by the heads of state, not even a service has been rendered in it so far. This has been confirmed for Express from the Kosovo University Clinical Hospital Service.
The new pediatric hospital is expected to take even further until it is functional.
This is because 22 million separated from the United Arab Emirates have not been enough to operate the hospital after five years of preparation.
Paddy Ramush Beqiri has told Express that despite the fact that the opening of the hospital, they have left additional jobs that have not been seen in the financial project, and therefore, the United Arab Emirates had to make additional investments.
He has said that equipment for the children's surgery clinic has been largely missing, as have the orthopedic service.
And for other necessary equipment, Beqiri has indicated that the United Emirates have approved additional funds and that they expect implementation of this project to be completed within this month.
You know that the opening, the surrender has become official, but there have been some additional jobs left to complete because they weren't ahead of the financial project, they were in the project but no financial project. Additional investments have to be made by Arab Emirates, including the internet, intranet, communication system, information system, and some equipment that has been made for the children's Instrumentarium surgery clinic has been missing overall, even the orthopedic service. So at the moment it is implementation of this part of the” project, he stressed.
Even after the completion of this project, however, it takes time to transfer all health services to the new hospital, as well as to make necessary staff preparations.
Bekiqi has indicated that, at the moment the implementation of the project will begin transferring services and patients to the new clinic.
And according to him, they will slowly do it so as not to make mistakes.
We hope that within this month these parts will end and then we will begin the dynamic of transferring services slowly and slowly so that we will not make mistakes in terms of damaging the pediatric services we have at the moment. If we had to go out right now, but we could make concessions, so we planned, we made a transfer dynamic plan that we introduced to the USKKUKUC director who approved it, and I believe that we're going to make that dynamic transfer of service”, he stressed.
The operation of the pediatric hospital was meant to be completed over the past year, but that had not happened. Its operation was then postponed to September of this year. This month, his opening took place even though the hospital was not functional to start providing services.
On the occasion of this year's accession-hand ceremony on 13 September, former Health Minister Arben Vitita had said that opening this hospital was an important step in empowering existing services and opening new specialised and integrated health services for children in Kosovo.
Lack of health staff challenging for new hospital
While the new welfare hospital is expected to include new health services, increased health staff increases are necessary.
Part of the staff of pediatric clinics is expected to switch to the new hospital.
Despite their transfer, however, the need for additional recruits is expressed.
QKUK Children Surgery Clinic Director Murat Berisha has told Express that the entire staff of this clinic will be transferred to the new hospital.
While, he has said it is very necessary to increase health staff.
“The staff of children's surgery clinic is completely transferred to the new hospital and will need new staff. They are planned through the USKUKUC Central Directorate to increase the much-needed staff”, he stressed.
While Ramush Beqiri has indicated to the paper that they have already made preparations for the staff they have and for additional staff has opened a competition for nurses.
According to him, however, technical staff, guards, cleaning and monitoring services should be added.
“We have made preparations for the staff that we have and made preparations for additional staff. Preparations for the staff we have, we have the dynamic plan, for additional staff is an open competition for nurses, but there are many things that need to be applied there, for example, guard, cleaning service, surveillance service and they need to be planned as new”, he stressed.
He has indicated that they have requested that cardiosurgy be opened under the pediatric hospital.
And for that, he has indicated that they are waiting for confirmation.
In the project, the aprior is not prepare cardiosurgic hall as such, in the meantime, the current CKUK directorate, the Clinic of Paddy Clinic and the service of pediatric pardiology, we've made a draft proposal for the opening of cardiosurgeology at the new clinic and now we wait in the application. A small number of the device is missing, which at very low cost can be accomplished. Staff planning is long-term. It doesn't take place for a month or a year longer, it says.
We remember that on March 21, 2016, the former president, Atifete Jahjaga and Maitha Al Shams, then minister of state of the United Arab Emirates, had placed the cornerstone of the Paddy-Cirturgic Hospital in the KKUK's spaces.
The construction agreement was signed in April last year, during a visit by Jahjaga to Abu Dhabi.
The implementation of this project, however, was meant to be completed in 2018.
