But Germany, which has the EU presidency for the next six months, has proposed that the deadlock take place for Serbia-Montenegro, according to Reuters. Germany's proposal has received the backing of France, Spain and Holland.
The list remains a recommendation, not obligation. This makes EU countries decide for themselves whether to implement it. So far, the measures have been taken in different ways, according to the respective countries.
