The Kosovo government has announced that from Monday, there will be greater opening of the economy and increased movement of citizens since we will enter the Stage 2 of the release of measures.
The government has announced yesterday that among the eased measures, you were expected to start urban and inter-urban transport (with special permission). But road transport companies don't know if they're gonna make it on the road with their buses, says news.net. That's because, except for the decision broken by the government, no one has contacted them to give them an explanation of what the government meant by the term a separate <x0...
The head of the Road Transport Association, Ruzhdi Kurtisaj, told the news.net that legally he understands what the special “le is, but I don't know whether the government has allied on it or something.
The road transport guide council has held a meeting yesterday at the Economic Oden, where we have had a single point of the agenda “the state of road transport”, the ministry of the line has been invited. Then, in recent hours, we have seen a statement from the outgoing prime minister, where road transport is also involved, where it was said, circulation will be allowed with special permission. Based on the law 04 L 179, the definition of a particular “lement” implies that permission which performs services which are contracted for the needs of a factory, or a public or private enterprise in order to become transport of their workers. Or the workers of that company that move within a municipality, then competent for the release of a special permit for the transport of that factory or the company, it is the town hall”, Kurtisha said.
According to him, when we are dealing with a larger company that has employees from different municipalities, and that company contracts a transport company, that permit is issued by the Ministry of Infrastructure and Environment.
By law it is defined. Did the government think anything else? That's a different job, but I as head of the association don't even know I haven't seen an explanation. So I spoke on the basis of what is the special law permit. Yesterday I've had tremendous pressure from transportation companies about what's going on, how it's starting. There is no inter-institute co-ordination, and the commitment can be said freely that they don't even know what they're doing, Curtisaj added.
He said that road transport is one of the most damaged sectors and no one has taken it anymore. I'm saying again, I'm assuming if they've been thinking that transportation with special permission be developed on special permits, it's unacceptable to us”.
According to him, road transport losses total millions of euros.
“AkomA has done an exact analysis of the damage that has been caused, but the damage to the job creation, which we're talking about approximately 2,000,000 buses, including their amortisation and the expiration of their security and registration deadlines, while the 10,000 directly employed who have an average salary of 350 euros and which is even higher in accounting for 3 million and 500 thousand euros, and when we calculate two months for their salaries, it's only 7 million euros in salaries. Meanwhile, the total damage, based on a simple estimate, turns out to be approximately 50m euros, but still we can't talk exactly about the damage done without passing the pandemic”, he said.
Urban transportation will, with special permission, be able to move urban buses.
Lulzim Rexhepaj, head of the Pristina Community Public Company “Urban Trafficking”, has told the news. We are expecting additional clarifications to see if all urban buses will be moved from Monday to the capital.
“We are waiting for the Pristina Community to give us more detailed clarifications on which lines will start, all of them, or just a few. This is because the Government's announcement has provided a special permission for public transportation, and the municipality is the most authoritative body that oversees us. We have made nearly all the announcements on buses with recommendations on how to sit and board them. We're almost all capacity to start Monday. So we still don't know how many buses they start with. But what is known is that at this stage on buses, only 20 passengers will be able to board”, Rexhepaj said.
