But a study by Spain feels that a solution has been found. It wants all of Europe to plan its worst regions (red zones) and safer (green zones) affected by COVIDD-19 and people travel in accordance with circumstances.

A policy proposal from Madrid's Esade Business School wants to “heighten the approach of green emissions at the European Union level”. “Ide is simple: Allowing movement of people among the green “ions” of various European countries through a network of regions certified by European institutions”, the study says.

To get the green label, Oliu Barton said, a region must prove that the virus is under control: that the region's hospitals are not packed, that the rate of rising new infections is low and that tests are generalised.
