They only have the right to move for an hour and a half a day.
Even the 90 - minute schedule of these citizens is determined by the number of the previous personal ending.
And disrespecting this decision, according to the Health Ministry, is fined 1,000 to 2,000 euros for physical persons, and 3,000 to 8,000 euros for legal persons.
Besides these fines, Kosovo police are arresting all those who do not respect that decision.
This is reflected in daily police reports.
In the last 24 hours alone, police have arrested 64 people.
And the day before, 30 people ended up in police handcuffs.
But all these arrests made by Kosovo police are being viewed as illegal by Kosovo Legal Experts' Adviser Panel member Palushi.
Palushi also calls for if there are citizens arrested on this base by police to be released immediately.
Meanwhile, the same view of the panel is shared by lawyer Musa Damatti.
Damati says all those who are being arrested arbitraryly by Kosovo police have the right to complain to competent organs.
Otherwise, this decision by the Kosovo government will be in effect by 4 May, respectively.
