The September 4th agreement in Washington did not make Serbia accept Kosovo.

Nor did he normalise the reports between the two countries.

But, it is the strongest guarantee for any other major accord, expected to be reached between the two Balkan states.

So Matthew says Palmer, one of the American officials who well knows the situation in this part of Europe.

In an interview for the clankosova portal, the US special envoy to the Western Balkans said his state, with the September 4th agreement, clearly testified that it is interested to be further involved in dialogue between Kosovo and Serbia.

” They strengthened the foundation for future agreements, including the prospect of comprehensive normalisation of relations, which the EU has strongly followed and which remains a top priority for the United States, Palmer has said.

The implementation of these agreements will not only bring growth and work to the citizens of Kosovo and Serbia, but will convince citizens that they have a brighter future in their country and will show the path of reconciliation and progress for the entire Western Balkans”.

He added that Kosovo and Serbia will not achieve their full potential for development until they resolve their differences.

In this extraordinary interview, Palmer, in addition, surprises the news that his favourite singer is Kosovar Du Lipa, shows that his mother can come for a visit to Kosovo and also talks about the possibility of Madeline Albright becoming involved in the dialogue.

Do you think the Pristina-Belgrade dialogue project will take a different lead with Joe Biden administration?

Matthew Palmer: While I cannot speculate what the next administration will do, I can say the US commitment to the Western Balkans and US commitments for our partnership with Kosovo and Serbia have remained stable by the administration in administration, and I predict that these commitments will remain strong.

I believe that the overall interests of the United States are stable and overcome the political moment.

How do you assess the impact on the Western Balkans of failing to reach an agreement between Kosovo and Serbia?

Matthew Palmer: An agreement normalising relations between Kosovo and Serbia would pave the way towards European integration for the two countries. That, in turn, would help promote stability, peace and prosperity throughout the region.

This would attract foreign investment and give young people more reason to believe that they can build the best possible future for themselves at home.

But failure to reach an agreement would make those goals harder to achieve.

Do you welcome the idea of Madeleine Albright getting involved in the issue of talks between Kosovo and Serbia?

Matthew Palmer: While I cannot speculate about such things, I think it is clear that the US commitment to our partnership with Kosovo and Serbia will remain strong, despite individual personalities that can work on these issues in the future administration.

Have you ever talked about Kosovo with your family?

Matthew Palmer: Of course. My mother, in particular, likes to read about the issues I work with and she always has questions about me. She's open and curious about the world. My mother had no passport while I was in college, and she came to visit me in Japan, where I was studying. But it is more than prepared for a relatively slow beginning. Once COVID passes, I think she would welcome a chance to visit Kosovo.

What's your favorite food and drink at the holiday season?

Matthew Palmer: I celebrate Hannuah (eight - day Jewish Party) and as part of this we make fries from potatoes that are eaten with sour sauce or apple sauce. They're fabulous... and absolutely without fat.

As for drinks, I know I should like Egnog, but I really don't like it. It's so sweet to me. But if you rule out cream, sugar, white egg and nutmash, you basically have a glass of bourbon. That's pretty good!

Your favorite singer?

Matthew Palmer: I want Lipa. No doubt.

How devoted you are to your family makes your agenda sometimes difficult to spend time with your family?

Matthew Palmer: My family, though far away, remains the most important thing in my life. I don't think there's anything weird about this. Most people put their family first. Of course, my work puts a special burden on them. My children have had to leave their friends and move abroad several times. They had to adapt. When I'm working in Washington, travel requirements can be challenging. Before the journey from the pandemic was closed, I was on the road almost 50% of the time. There is no substitute for spending time with my foreign counterparts in real life, but travel is difficult.

Do you have an interesting story to share with us from your last visit to Kosovo?

Matthew Palmer: My last visit to Kosovo was during Halloween. I was having dinner with some leaders in Kosovo civil society at a beautiful restaurant downtown.

We were having a really interesting conversation about Kosovo's democratic development and European perspective. But the restaurant was hosting a Halloween party the same night, and about half the meal a fog car was lit, the lights went down, people dressed like zombies and vampires and different monsters started dancing with... if I remember... I want Lipan.

We finished our meal, but we never finished our conversation.
