Earlier this week, Minister General Betim Recica has sent a letter to Minister Paul Lekaj, with which he denounced Deputy Prime Minister Rexhep Kadriu.
The letter KTV has provided said Deputy Prime Minister Kadriu has tried to intervene and exert influence to favour a company designated to win a tender.
Dear Minister, through official email, on the 15th.07th. 2019 at 8:06 minutes, I've accepted the announcement of “reporting for intervention and exercise impact”, sent by Mrs. Blediona Gegolaj, member of the Commission for Offering Offers for Project “Control operations for regional and regional road lab services”, with a procurement number MI19 019 211. According to the “raport for intervention and influence exercise”, by the date 11,07.2019, Thursday, Mr. Rexhep Kadriu, deputy minister at the Ministry of Infrastructure and Transport, has called Mrs. Blendionon Gegolaj in his office twice, through his assistant Drnusha Sheriff, about 11:00, with the aim of exercising influence for the commission to operate in its favour. The same one invited the committee member. Hysen Merovci, for assessment of offers to exercise influence that the same one does not apply the tender file criteria to the company “IEPS: Controls”, since this company has found out that we lack of equipment during our field visit. The same day, Mr. Hysen Merovci reported to the Secretary General's Office...”
The company Kadriu is accused of wanting to favour comes from Gjilan, the town from which he is the deputy minister himself.
The authorised person results in Aulon Fazliu, and the company has a capital of 30,000 euros.
KTV spoke to Deputy Minister Kadriu during the day. He has initially said he is hearing about the case for the first time from television, then said he neither denies nor claims the event, and finally questions should be addressed to Minister Lekaj.
Infrastructure Minister Pal Lekaj himself has confirmed the Secretary's Denial for KTV, but has said he is also awaiting the deputy minister's report to decide on possible measures.
The same as the letter from the secretary, I'm also expecting the report from the deputy minister, then we'll inform you about the versions from both sides. After accepting the report and review, we will be able to discuss further procedures”, Lekaj said in a written response to KTV.
And the member of the Commission for the evaluation of bids, Hysen Merovci, who accuses Kadriu of pressure, has said he cannot talk about it over the phone.
Contact with Secretary Recica on Thursday has been impossible.
The Ministry of Infrastructure is just one of two ministries led by Prime Minister Haradinaj's party.
