Parents were forced to pay for nests that held strike in January

The education strike held in the first month of this year except that it has negatively affected children, it has financially damaged parents who have children in public nurserys. Amir Haxhiu, one of the parents who has children in the pre-school public institution “, our Guam” in Pristina, says indignantly, how they were forced to pay the month of January, even though their children didn't go to the nursery at all because they were striking.

I paid off the month of January and February... We're not expecting compensation, they once said we might be making up for it, but now they said no... we've made demands, complaints 100 but in vain... ...I had to make up for it but we're not asking, I have three kids here, thirdly I pay... I've had to take care of everyone I've been able to take care of the kids, I've spent 500 euros at least”, says Haxhiu.

Muhamet Abdely says she didn't pay the nursery for January without a decision from the Parents' Council, but that, according to him, is unacceptable because they spent more in private shelters for three weeks.

I have not yet paid for it, we are waiting to see how the Parents' Council decides to act further, in terms of the January month's payment. From the municipality it has been confirmed that we can't be released at the moment because it always pays for the children's follow-up, Abdelin says.

Honoring Kamberi, the chairman of the Parents' Council at the pre-school institution “Our” says that the payment compensation for the month's January has been addressed to the Education Directorate in Pristina with written and electronic complaints, but that the latter have not yet received answers.

He has even warned of indictments against the Pristina municipality and boycott of other payments unless the means of January are compensated for.

He said some Council representatives have met with representatives of the Municipal Directorate for Education, but that their response was that there is no legal basis for getting free from payment, and that Camber calls it unprofessional.

So far we haven't received answers (which is the deadline to get by 27/03.2019). If we don't have the means compensated for, we consult lawyers we'll proceed with lawsuits at the same time we will take further steps of boycotting the payments that we would force to take faster steps. On the other hand, this administrative silence of them legitimises us to take these steps”, says the clarification sent to KosovaPress by Kamberi.

While, the director of the pre-school institution “Our Gezim “in Pristina, Indjer Zenelaj says that in this institution over 90 per cent of parents have made the payment for January, even though children have not followed the nursery for more than half this month.

Zenelaj said they welcome any decision by the Education Directorate.

On the other hand, Science and Technology Minister Fatmir Bytyqi says they deal only with compensation for hours lost during the strike, while for others the DKA must make solutions.

We're talking about the loss of hours that have been damaged by students, and in the nursery it's been a problem for families, but it's not like something has been lost in learning these days, since some of the pre-schoolers and nurserys don't have a certain program that might be a major defect in losses. Other trouble can be chosen through municipalities because each has agreements with the municipality”, says Bytyqi.

While the chairman of the Commission for Education in the Kosovo Assembly, Ismail Kurteshi considers it unfair.

He accuses August, saying that on sensitive topics in education, I am always blaming the KKA.

I think zero payment or duty service is zero, you can't ask someone to pay for something that wasn't served, you didn't get the job he paid for. So I think it's unfair of parents to be asked to pay for the time when their children stayed at home, or they had to pay someone else to make amends. How this issue will be resolved between teachers, union and government is a different issue, but I don't think parents should be in charge of something they haven't enjoyed service”, says Kurteshi.

From the Pristina municipality over the phone has told Kosova Prees that the issue of paying public nests during January, even though they were on strike, is the mayor's decision, Shpend Ahmeti, and must be respected.

The January pay for public nests has also opposed the chairman of the Council of Parents of Kosovo, Ymret Resiti, who has demanded that lost hours for which parents have paid their educators.

We've had parents ' complaints about the matter especially because both parents have been at work and have risked losing their job to care for their children while nests haven't worked because they were on strike. Parents should not pay for three weeks, while educators should now make compensation for lost hours of work paid for by parents”, says Resiti.

We remember that during January, the entire education system in Kosovo has held a three-week strike with the demand for salary increases.
