The Pristina University branch in northern Kosovo has started to issue false diplomas for conducting studies. One had been released by an Italian who had only elementary school. The same had then worked in Romania as a surgeon. An Italian, with elementary school, has seen a lack of law in northern Kosovo. There, a parallel institution of higher education has issued a false document, with which it has managed to go to Romania and work as a surgeon. Work by the doctor who handles operations has been exercised through several private clinics in the Romanian capital.

The Express newspaper has managed to secure the degree of Italian Matteo Politi, who was released by Serb parallel structures at the University of Pristina that continue to operate illegally in northern Kosovo.

In northern Kosovo, since 1999, the University of Pristina functions, which has never been recognised by the Republic of Kosovo. In fact, the state of Kosovo has failed to put this institution under the umbrella of the Ministry of Education. This condition also continues to hold hostage to changing the Law on Education in Kosovo, as Serbs refuse to vote on such a law without being recognised as their university in the north.

However, the Italians have not hindered the legal confusion of the University of Pristina in the north to complete at the highest level, general medical doctorate, in October 2013.

Everything remains unclear, however, how Polit managed to obtain a degree in Kosovo between 2007-2013, when he was sentenced by Italian authorities in 2011 for stealing the identity of another doctor.

Despite that, Matteo Politi continues to exercise his surgeon profession in Romania. The person who accepted his forged and untranslated degree was suspended from work in 2018.

Asked by the State Prosecutor, this official had said that he had not fully understood the language in which the diploma was written.

God knows where that letter is. I don't know, it was in candleline letters, I honestly don't know how to read candlelic”, said the suspended official had accepted the degree of Italian citizens whose disciplinary commission is expected to make a decision for him.

The Romanian Health Ministry, which has notified Italian authorities about the case, is also involved. According to them, colleagues had indicated that Matteo Politti did not know how to wear his gloves either.

The Oda of Kosovo Doctors, who also say that the diploma for Italian nationals has been issued by parallel structures in northern Mitrovica, has also reacted.

This parallel system of institutions directly supported by Serbia has included the functioning of so-called higher education institutions. Under these parallel institutions of higher education is the University of Pristina, which still operates outside the legal framework of the Republic of Kosovo, this parallel institution, which is physically located in the northern part of Mitrovica, develops activities outside the curriculum approved by the Ministry of Education of the Republic of Kosovo”, says in response to the Kosovo Medical Association.

They say the same person has proved that even during 2007-2008, he has tried to deceive Kosovo surgeons to co-invest in Kosovo.

According to the OPC, documents released by these parallel structures are not valid, and as such do not represent the institutions of the Republic of Kosovo.

They have also turned to Romanian authorities on this issue.

The Express newspaper has also tried to contact the Minister of Science and Technology, Thank you Bytyqi, but contact with her has been impossible.

Italian citizen Matteo Politi was arrested on February 6th at a border crossing while traveling by train from Romania to Hungary.
