Analyst Muja: The deal is crawling because LDK wants to control Albin Kurti

It takes two months tomorrow since the 6 October early parliamentary elections were held. From a long-standing process to the certificate of election, the country is now facing a prolonged process of talks on forming the new government.

The Democratic League of Kosovo and the Vetevendosje Movement seem to have suspended meetings, which should lead to the signing of a final agreement for governance. This is because these two parties can agree on future ruling positions.

Monday's meeting between Isa Mustaf and Albin Kurti ended without results. That was after Isa Mustaf's party brought the matter to the president's desk and demonstrated his insistence on leading the Ministry of Internal Affairs.

On these two issues, the Vetevendosje Movement has voiced its refusal, while accusing the coalition's potential partner of conditioning the deal.

This LDK stance on political affairs analyst Armen Munja could have two reasons. The first, according to him, is that since within the LDK there are two structures that do not think the same about the coalition with LVV, the new LDK is trying to convince it traditionally to succeed negotiations with LVV. While the second reason according to Muja may be that the LDK is not interested in reaching any agreement.

A major obstacle is set to overcome it. The first is to convince a part of the structures that I see reaching some kind of agreement. Or you don't want a deal at all”, Muja said in a conversation with Periscope.

According to analyst Muja, to form the new Government, Albin Kurti needs 61 votes, and the situation is exploiting the LDK.

We have two parties that each other promised to coalition with each other. We have seen pre-election coalition efforts. But they cannot negotiate positions, especially the post of prime minister. According to this agreement, the LDK has thought it comes first. But maths have changed. Under the agreement and the Constitution, the prime minister belongs to the coalition or the winning party. But it takes 61 votes. The LDK is exploiting this situation by demanding the first position and exclusiveness to elect ministries”, Muja said.

Muja has voiced confidence that the agreement for co-governance between LVV and LDK will be reached, but says some of the latter cannot accept acting under the authority of Albin Kurti.

“We have divisions even within the LDK, that traditionally does not want an agreement with Vetevendosje, specifically will not act under Albin Kurti's authority as prime minister. The only way they can reconcile is to have evidence that Kurti will operate or be controlled by LDK”, Muja said.

The renowned analyst thinks the division of positions should be done under the Constitution, in order for the prime minister to meet the first party, the second party's president, the top parliamentary party in the first place, while the number of ministries is equally divided.

Muja believes that for reaching LV agreement The V-LDK will contribute German Bundestag deputies, who can advise the LDK on reaching the agreement, thus following the German model.

Several days after the Mustafa- Kurti meeting, the LDK has come up with an official stance through which it has sought balanced agreements with Vetevendosje. /Periscopi/
