The new approach, which is based on “political wisdom<1> of the European Union and strict criteria for Western Balkan countries, including Kosovo, has proposed France.
Based on an informal document that has provided “Koha Ditore”, there are four principles on which the European perspective of the Balkans must be re-opened. This review of the relationship has argued with the fact that reforms undertaken by the Balkan countries so far have been very slow.
In the 5-page document, punitive measures have also been proposed until the overall suspension of negotiations in situations where the candidate country -- totally or in part -- fails to fulfil its pledges. But no date is given when the Western Balkans can become part of the European family.
On the basis of the instructions provided, the French state has asked relevant institutions to pave the new route for the EU-Western Balkans relationship by January 2020.
