A Wigan Board for Child Protection report reveals that seven children born from June 2015, only four have survived more than 16 months, and they still live with their parents.
The shocking report showed how the child M was killed on the third day of his high - risk family vacation in July 2016.
The evidence showed how parents had left three babies for six hours until they went to drink alcohol.
Authorities were aware that Mom and Dad fought alcohol, but early interventions stopped while Mother refused permission for help.
The tragic event was discovered during a four-day holiday for which parents had taken their six children to a resort just 35 miles from Wigan, in Manchester.
Both mother and father, a violent violator released from the 30-month prison for robbery before the start of the relationship, were known in social services.
Authorities were aware of reports of potential family violence after Mother returned to work with black eyes.
The staff at A & E also reported after she returned to the hospital when she was pregnant 20 weeks with her first pair of twins.
At the time of child M's death, the father was described as a supporter and would often appear in the bare” for days.
