I Mazreku SPE urges education minister's dismissal

Minister of Education, Science and Technology ( MAST), Shyqi Bytyqi, has said that this minister is constantly being blackmailed by college persons. SPE to illegally discredit research programs. Referring to a letter addressed to MAST, the minister said it constitutes blackmail.

In ORCA response, it says: ORCA is closely monitoring the work of the State Council of Quality at 3 recent meetings, and every decision by which ORCA considers it in line with the laws and regulations in force.

ORCA emphasises that it is to commend the minister's tough position on such attempts to violate the State Council of Quality, on the other hand calling on all political subjects or politicians who may have links with higher education institutions in the country, to withdraw from forms of pressures, as all pressures will be fought and publicly exposed and actively by ORCA in the future.

In 2009, Avni Mazreku, a student from Kosovo, had defended the subject of doctorate at the University of Bremen in Germany, namely, at the Jurydical Faculty on the “European integration and the Western Balkans”.

As of that time, Mazrek was mentored and praised by two German professors, Joseph Falke and Hagen Lichtenberg.

Mazreku entered under “the pipe” of several other German experts several years later. The Vroniplag” website, which deals with the verification of the works carried out in the German state, had raised plagiarism-based doubts in part of the Mazrek doctorate.

In 2017, experts on page “Vroniplag” praised the work of Professor Mazrrek's doctorate by publishing every finding of his dissertation.

They have analyzed 137 pages of Mazrek's doctoral theme, estimating that they have parallel texts on 100 pages in different rankings. This website claims that part of the text is a literal copy without the source being quoted at all. No source was quoted in another part of the text, but the contents were modified. Some of the work, however, has been cited as source, but has not been specified sufficiently.

“37 pages are without parallel text. 50 pages have less than 50% parallel texts. 27 pages have between 50% and 75% parallel texts. And 23 pages have more than 75% parallel text”, says “Vroniplag“.

Experts on page “Vroniplag” have managed in the past to find other cases of plagiarism, resulting in the revocation of academic titles, even for senior representatives of the German Bundestag.

Following these findings, representatives of the page “Vroniplag” have notified Bremen University and mentor Joseph Falke about the findings and allegations of plagiarism in the Mazrek doctor's topic.

After this publication, the University of Bremen in Germany had launched an investigation into allegations about Mazrek's doctorate's thesis.

Confirmed this for “The newspaper Life in Kosovo”, Lawrence Kahler, dean of the Jurydical Faculty at the University of Bremen in Germany, where Mazreku was doctored.

In this letter he made known the allegations of plagia in the Avni Mazrek dissertation. The letter was forwarded along with a temporary list of examples of plagiarism (systemic?)”, said Falke.

He had said he had immediately announced the members of the doctor's committee at the meeting of October 25th 2017.

The Dean of the Jury Faculty, Lorenz Kahler, said the procedure for revocation of the doctor's title is not linked to an official sentence for doctoral overseers.

The Link Between Mentors and Mazrek
