Delay, cost loss and weakness in contract management in MD

The National Audition Office (ZKA) has released an audit report for the Ministry of Justice's 2025 Annual Financial Mirrors, giving unmodified opinion of financial mirrors, but identifying a host of shortcomings and shortcomings in project management, contracts and financial evidence.
According to the report, one of the main findings relates to the “restoration of the Kulmi of the Legal Medicine Institute”, worth 814,229 euros, which was not completed within contractual deadlines. The audit found that several positions of work were carried out beyond the previous amounts in the contract, creating financial outreachs of 31,748 euros in just three separate project positions.
The report also shows weaknesses in using the negotiated procedure without publication for hygiene supplies worth 119,497 euros. Although the procedure had been reasoned with emergency needs, the supply was not realised within the three-day contract deadline, but with delays of up to 15 days, while no previous contracting measures had been applied.
Auditors have also found inaccuracy in presenting accounting obligations. Two closed materials, worth a total of 29,421 euros, continued to be found in evidence, while in other cases the obligations were incorrectly registered, resulting in overestimating 373,766 euros and underestimating 56,000 euros. According to the report, these inaccuracies affect the credibility and accuracy of financial information presented by the ministry.
Another finding concerns implementation of contractual conditions. In three separate cases, the Ministry of Justice had not applied penalties to economic operators, despite delays in implementing supplies and works. The audit estimates it increases the risk of contractors failing to comply with deadlines and undermines effective management of public contracts.
The audit also found that the Institute of Legal Medicine had not completed the process of classification and grouping of jobs, though the legal deadline had long passed. As a result, during 2025, ten leadership positions continued to be covered with task officers, reports the KP, broadcast Periscope.
In the area of property management, the ZKA found that the capital property register had been underestimated for 35,137 euros, as two capital investments were not registered in the current system during the reporting year.
The report notes that the Justice Ministry has spent about 82 percent of its final budget on over 54m euros during 2025, while audiences have provided a total of six recommendations for improving internal control, contract management, financial evidence and public assets. /Periscope/
