Farm discrimination by Haradinaj Government
In the Haradinaj Government's labour report, the Ministry of Agriculture's 09-2018 Administrative Guide has also been presented. This instruction discriminates against farmers. Until farmers in the four municipalities in the north, which are mainly of the Serb community, the state through grants covers 90% of investment in agriculture, for farmers in other municipalities throughout Kosovo, coverage of investments is only 50%.
The Plan for Agriculture and Rural Development 2014-2020 does not envision particular division of investment grants for specific areas. The measures for supporting farmers apply to the entire territory of Kosovo, depending on agricultural cultures.
The Anti-Corruption Agency has cancelled the call for grant applications of the Ministry of Agriculture on April 14, 2018, with the argument that it has discriminatory content. But, the Minister of Agriculture has continued with the release of the 09-2018 Administrative Guide, where he has justified discrimination, and on May 26, 2018, has renewed the call for the application for farmers. The anomalies of this situation are such that the call for application for farmers has been made on May 26, 2018, which calls are based on the 09-2018 Administrative Guide that entered into force on May 31, 2018 (which is 5 days later).
The discrimination is even deeper. In calling for grant applications, Albanian farmers must hand in their confirmation to pay taxes on property. Meanwhile, for municipal farmers in the north this is not required and, furthermore, the stamp of the Republic of Kosovo is not required in the construction permit document.
In the parliamentary intervention invited by the LDK, it was asked that this directive be abolished. But coalition deputies The PAN defended this directive by voting against abolition.
The minister of agriculture was publicly accused by his Albanian neighbours of mistreating Albanians during the war. But the prime minister had no courage to fire. Now this minister took another step by adopting discriminatory guidelines to distribute millions of euros in tax to citizens for a specific area, which is inhabited mainly by the Serb community.
