Krasniqi: Call the extraordinary session for Kosovo- Serbia

Life Krasniqi, from the Kosovo Democratic Institute, has called on the deputies of the Republic of Kosovo's Parliament to call an urgent session in which to discuss dialogue between Kosovo and Serbia, as MPs are demanding that the Parliament be a host of the dialogue process between Kosovo and Serbia, Periskopi reports. According to Krasniqi, Kosovo has been extremely late on this process, and MPs instead of talking should be able to move on by calling an emergency session on the issue, based fully on the Assembly Order, which gives them such a right.

She has said that an extraordinary session could even be called President Hashim Thaci himself.

Call of Deputies

A large part of the Kosovo Assembly deputies are demanding that the Kosovo-Serbia dialogue be returned to the Assembly and discussed in this institution.

Why, then, are Kosovo Assembly deputies reluctant to call a special session that will focus specifically on the issue of Kosovo-Serbia dialogue?

Since the constitutionalisation of the final composition of the Parliament in September 2017, the VIth legislature has not held a session with points of agenda, the future of Kosovo-Serbia dialogue.

KDI on May 29th 2018 has called on the Assembly to call an extraordinary session, considering the importance of this process being discussed in the highest citizen institution.

Very simply, why are the Parliament's deputies not inviting a plenary session with points of the agenda the Kosovo-Serbia dialogue?

Who is preventing MPs from doing so?

Why are they reluctant to exercise their right?

What is preventing the Parliament deputies from inviting discussion hearing on the topic of dialogue?

Adjusting the Assembly clearly defines it. This is the authority of the deputies as defined in Article 42 .

In fact, the president of the state himself can request extraordinary hearings and go inform MPs of the first meeting he has held in Brussels with Aleksandar Vuciq.

This request KDI made it to the head of state on June 25, 2018.

So everyone talks but doesn't take concrete action.

Honored MPs and representatives of political parties and institutions.

Kosovo has been delayed with treatment of this topic, in relation to Serbia. Invite the session and discuss in the Assembly, where the question of Kosovo-Serbia dialogue is concerned.

How you should do that, the Kosovo Assembly Rule is very clearly defined.

Article 42 Specification of the Day Order

1. The chairmanship, in co-operation with parliamentary leaders, determines the agenda for the next Assembly meeting. The agenda is sent to MPs.
2. The agenda is considered approved, except when at the beginning of the meeting one or more parliamentary groups, representatives of one or more commissions -- at least six (6) MPs have written down to the mayor an amendment to the agenda, respectively if an MP raises an urgent issue, and this gets the approval of the majority.
3. The MP, prior to the adoption of the agenda, could propose at any plenary meeting for the Parliament to immediately consider an urgent matter. The proposal must be in accordance with Article
49 of this regulation.

Article 49 Review of Emergency Issues in the Assembly

1. At each plenary meeting, the deputy publicly announcing the Speaker of the Parliament may propose that the Parliament immediately consider an urgent issue, which must be in line with the definition of the first appendix of the expressions of the Order. The Speaker of the Parliament allows the MP to propose in the Assembly. His proposal is put to the polls. If the Assembly decides to take the matter into account, the issue is listed on the meeting agenda.
2. Parliamentary groups' proposals for considering urgent issues are decided by vote in the Assembly.

Article 38 The Outstanding Meeting

1. Headship may call on extraordinary Assembly meetings to consider an urgent matter.
2. The extraordinary meeting can also be called -- a) president of the Republic of Kosovo, b) Prime Minister of the Republic of Kosovo C) One or more parliamentary groups, representing no less than a third of the deputies, 40 Parliament deputies respectively.
3. The demand for extraordinary meetings should contain the matter to be considered, and the reasoning on why it is considered an urgent and important matter.
