He criticised Chancellor Angela Merkel before a meeting that must resolve their dispute over immigrant politics.
Zehofer went to Berlin after stepping down last night at his CSU party meeting, part of the government coalition with the Angela Merkel CDU.
Merkel and Zehofer are at odds because of the plan to partially close German borders for immigrants, which the German Chancellor refuses to insist on a common solution at the European Union level.
Zehofer told German media he is in a situation “unimaginable”.
“I am not allowed to be dismissed by the person who is Chancellor because of me,” he said, alluding to Merkel.
