Until this time, the state did not allow passport equipment for Albanian citizens abroad. Lacking a passport in hand, Albanian citizens could not address foreign embassies for visas. This was done through the Ministry of Foreign Affairs. Few Albanians left Albania and few visitors entered. At the First State Security Directorate, for years there was a visa-related sector, namely.
