The VV and PSD have begun a debate over the position of deputy head of the Parliament, which is continuing to hold PSD deputy Aida Drgati.

Aida Dorg had been voted vice president of the Parliament by the Vetevendosje Movement ranks, since this party had been the second-largest parliamentary group in the Kosovo Assembly.

The Kosovo Assembly's regulation says the three largest parliamentary groups propose candidates for deputy head of Parliament.

“The chairman of the legislature's Constituent Meeting requires three largest parliamentary groups to propose by a candidate for deputy head of the Parliament, who is elected with the majority of votes of Parliament deputies”, says Article 12 paragraph 3 of the Parliament's Order.

However, after internal clashes in Vetevendosje, where a group of some deputies left, including Aida Drggut and established a new parliamentary group, the VV is demanding that Dergut leave and instead a representative come, since they are now the third parliamentary group.

This “item is not being accepted” by the PSD or at least so far there is no action on this issue.

Vetevendosje MP Albulen Haxhiu had demanded Aida Drdgui's resignation or otherwise the proceedings for her dismissal would begin.

And the procedure for the dismissal of a deputy head of the Assembly is voting for dismissal at the Kosovo Assembly session.

Article 6 of the Parliament Rule, when talking about the competencies of the Parliament, says the Assembly can choose and dismiss the Speaker and vice-presidents of the Parliament.

However, a similar case of war over the position of the deputy leader, the Assembly had been in place five years earlier. After the 2010 elections, the Vetevendosje Movement entered the Assembly with 14 deputies as the Alliance for the Future of Kosovo (AAK) entered the Assembly with 13 deputies.

Vetevendosje was in the pre-election coalition with the Movement for the Union, which was represented by two MPs.

However, in September 2011, the two deputies of the Movement for the Union, Agim Kuleta and Aurora Bakalli, left the Vetevendosje Movement, and the party remained with 12 deputies, while two years later MP Alma Lama also left this parliamentary group and the Vetevendosje Movement remained with 11 MPs.

The AAK, which had 13 deputies, had been ousted by MP Uke Rugova, and that party had already remained with 12 deputies in the Kosovo Assembly.

The strength of parliamentary groups in 2013 had taken another form.

The Vetevendosje Movement from the third-largest party had moved to the fourth party, while the AAK had become the third-largest party in the Parliament.

And in 2013, The AAK, found almost in the same position as Vetevendosje that mandate, calling itself the third largest party in the Parliament, sought the deputy chairman's position.

The AAK had submitted requests to the Parliament's Headship to grant him the deputy head of the Parliament.

Headship at the time had rejected AAK's request.

“Based on Article 67, Article 3, of the Constitution of the Republic of Kosovo, as well as the change of the number of MPs in parliamentary groups, I ask you to hold the constitutional reform procedures until the appointment of a deputy head of the Parliamentary Group for the Future of Kosovo. Since the regulation of the Parliament's work has not harmonised with the Constitution, then the hierarchical legal principle in Kosovo must be respected. Also, the turn of the word, seats in the Assembly, and alignments in official documents, should become the current political force in the Assembly”, said the AAK parliamentary group's then motion.

After their rejection of the Priories, The AAK was also addressed to the Constitutional Court of the Republic of Kosovo, but the latter had not accepted the AAK as a subject at the time.

According to the Constitutional Court, they as a body assess the constitutionality of Kosovo's Assembly decisions.

Under the Constitution, the decision of the Parliament's Headship and the Parliament decision differ, so the decision of the Parliament's Headship in March 2013 had not been voted in the Parliament hearing.

“Therefore, the jurisdiction of the Court, or authority, to interpret the Constitutional requirements cannot be expanded to include internal acts of the constitution or the decisions of individual deputies or Assembly officials”, the Constitutional Court's failure to comply with AAK's request
