RTK, of the well-informed sources at the European helm, learns that following the invitation received to come to the upcoming meeting in Brussels on 7th and June, Kosovo delegation chief Avni Arifi has sent letters to the cabinet Mediator Frederica Moghrini in which she confirms the rejection of continuing dialogue without full implementation of already reached agreements on Serbia's part.
The dialogue mediator's cabinet does not comment on the contents of the letter sent by Kosovo's chief centre, although confirmed they have received a letter signed by chief negotiator Avni Arifi.
However, officials here admit there will be no dialogue this week.
“We are in constant contact with chief negotiators on both sides, while discussions in Brooksle will be held as long as possible”, EU spokesman Carlos Martin Ruiz de Gordejuela has stated briefly.
Otherwise, these two weeks were expected to be a sign of dialogue, where a technical round would initially be held to be followed with a presidential-level meeting before last week of June.
Last week, cabinet representatives Mogehrini have reported to member states on the prosperity of dialogue, as it comes to terms from sources within the summit that European Union countries are starting to suspect the way this process is being managed.
The “Dialogue should now enter the critical phase while member states are not involved. Everything is being kept secret by mediator Frederick Moghrin, so we also have our reservations due to nontransparency”, said a European source. This conversationor has indicated that reports by the Mogehrini cabinet are usually superficial and extremely positive with continued confirmation that both sides are committed to reaching the legally binding agreement, which will lead to the overall normalisation of reports between Kosovo and Serbia. However, some member states doubt the quality of this agreement always given that the calendar, not substance, is being followed, given that the historic Kosovo-Serbia agreement will remain the political legacy of Frederick Mogehrin, whose mandate ends in the coming spring of the year CE and that it coincides with exactly when the agreement should be reached between the presidents.
So as it turns out, it's working towards formulating the official application of the European Union, for member states to be involved in the final phase of the dialogue. One of the formats that he smokes are the conclusion of the June meeting when EU heads of state and government will discuss Western Ballka, so even the possibility of the eventual conclusion underlining the necessity of involvement and member states in preparing the agreement between Kosovo and Serbia is not ruled out. If conclusions are approved this way, then they are responsible for the interlife cabinet Mogehrini.
