Auditor finds some violations in Pristina municipality

For the past year, the final budget of capital investments was over 31 million, until about 17 million had been spent, KTV reports.
The general audience in the 2017 Report has estimated that this realisation of the municipality represents a weaker performance compared to the previous year.
Moreover, according to ZAP, the negative trend has been presented since 2015 and that low execution in terms of capital investments is the main challenge facing the municipality.
Organisations monitoring the work of the municipality say the auditing report is not much different from last year.
The reasons for such low budget execution that the municipality has given the ZAP relate to delays in implementing projects, initiating and linking late contracts.
The audience, on the other hand, recommends the mayor of the municipality undertake a systematic assessment of the reasons for the low level of execution of this budget and the review of budgetary performance on the monthly basis.
Meanwhile, the ZAP, on nine occasions, has found that the Pristina municipality had engaged officials in performing jobs for the longest period of more than six months and without relevant recruiting procedures.
The municipality had also violated the civil service law in nine other cases, when 9 management positions were covered with taskeering, longer than three months, and some since 2015.
