The corrupt character works are problematic because great professionalism is needed. Starting with investigators, prosecutors and judges. There is little professionalism because they are the most difficult subjects because they are difficult materials to prove the evidence before the court. The prosecutor has a legal obligation to argue with the prosecution with relevant evidence. If you argue, then you have to get a merit sentence, but we've often seen there's been parole sentences and that's not good. Professionalism should be established by police, prosecution and court”, Shala has said.
In “Express Interviste”, the chairman of the Appeals Court has said there have often been compromises between the prosecution and the court to hide the prosecution's failure in corrupt cases.
We have a kind of compromise between the judge and the prosecutor. If it proves that a person has committed a criminal offense, he should receive a merit sentence and not be given parole. There are secret compromises and parole. It's wrong and it has to be improved”, Shala said.

At the Court of Appeals were 160 substances of corrupt nature, 145 were performed last year, and 15 were held for 2018 and finished this year. According to Shala, the Court of Appeals has completed them in the deadline.
“We have given priority to such subjects in order to be performed faster. The fight against corruption does not take place with 20-30 subjects, but war must be carried out consistently, not only by courts, but also by police, investigators and other institutions”, he has said in part.
