Politologist Ramush Tahiri tells Radio Free Europe, that reconciliation between Kosovo and Serbia can be seen as a technical issue, but also an emotional issue.
According to him, developing normal relations means mutual recognition and implies accession, which would actually imply some kind of reconciliation.

Otherwise in the category of international relations today is establishing mutual recognition and co-operation under international conventions and according to bilateral agreements”, Tahiri said.
Wars and conflicts result in victims of people and major material damage, as well as the case of Kosovo and Serbia.
Ramush Tahiri says any reconciliation should not even imply amnesty for those who committed war crimes. Following these persons, it follows, could take place even after the phase of mutual eventual recognition between Kosovo and Serbia.

Meanwhile, even Life Krasniqi, analyst from the Kosovo Democratic Institute, told Radio Free Europe, that full reconciliation between Kosovo and Serbia comes only when the two states will recognise each other. But, she also says true reconciliation can occur when Serbia will apologise for war crimes.
The full pay comes when Serbia will take care of the amount of war damage and when the fate of 1500 found would become white and justice would be imposed on 20 thousand women raped. The reconciliation would occur when the Brussels accords would be implemented and when economic, political and academic exchange would be on the added level. Meanwhile, politicologist Tahiri stresses that to have a result in the dialogue process, the international factor should put pressure on the Serbian state, on the contrary reaching a reconciliation could take a long time.
If there is a pressure on Serbia, which is not actually happening even if Kosovo insists on its sovereignty and in reciprocity it is possible because the alternative does not. But if Serbia is left with a special status on the Kosovo issue, while Kosovo goes not as an equal subject in the talks or at international meetings, then it will last for years and perhaps even 10 years”, Tahiri said.
On the other hand, Life Krasniqi estimates it is recent for both states to reach agreements and close all open issues in the dialogue process.
The “thought is the last train for both states to agree and reach an agreement on the sides of each becomes formal mutual recognition and the basis is set for building peace. Of course, compensation, apology, war crimes, success should be part of the agreement and then Kosovo and Serbia commit to building another kind of relations”, Krasniqi said.
Reaching a legally binding agreement between Kosovo and Serbia, in addition to resolving problems between the two countries, would also facilitate their integration into the European Union.
Analysts say both Kosovo and Serbia are aware that dialogue on normalising relations between the two countries will have to be concluded with a legally binding agreement.
