According to media reports based on data from the Federal Labour Agency in late December, Germany, there have been 5,93 million people receiving the welfare of the German State (Hrs IV). Of them nearly half, 2.3 million were foreigners. Even this figure can be halved, 959.000 of these foreigners do not come from European countries.
The largest group makes up the Syrians, 588,301 people receive social assistance from them. Every fourth recipient of the Hartz IV social aid comes from Syria. The second in the ranking are Turks, followed by Iraqis and Afghans.
Some of the needy also come from EU countries. The largest group of people from the EU to receive social assistance (Hrcz IV) make up Bulgarians (84,334 people). Next are the Polish (80.517) and then the Romanians (65,902).
Meeting the Criteria
But not everyone applying for social assistance can get it. Foreign citizens must meet certain conditions. First they must prove that in Germany they stand legally. and have regular residence permits. While citizens who have come to Germany as refugees seek asylum, they receive assistance on the basis of the law on asylum seekers' contributions. If they are allowed to stay in Germany, they are known for their asylum, they can apply for social assistance to the Federal Labour Agency, where they have to prove they are in need.
Generally, foreigners require a document not only for a short time in this country, such as tourists. If anyone is a citizen of an EU country, he should present a lease contract, a registration notice as well as ID. Anyone who comes to Germany just because he wants work has no right to social support. Citizens from 193 countries in Germany receive social aid.
Needy Despite Employment
Needers in the concept of social assistance in Germany are also those who do not meet their income by work. Many migrants, for example, do not find hard work with mandatory social insurance in Germany. Of the 32 million people working in regular contracts in Germany, 3.5 million were foreigners, but only 1.5 million were citizens from countries outside the EU.
Citizens from Syria, for example, or Bulgaria have the right to supplementary social assistance, if they work at work with low wages, with which they cannot afford to live.
The number of foreigners with social assistance increases
According to the Federal Labour Agency in September 2017, the proportion of people with migration background who receive social assistance in Germany represented 52%. By the end of 2013 it was only 43%. A person has a migration background in Germany when he or a parent was not born in Germany.
