The ombudsman's recommendations report has also been sent to Prime Minister Ramush Haradinaj of Justice Minister Abelard Tahiri.
The latter values procrastination as he says they are trying to soften the situation through increased support staff and a series of laws.
Tahiri, concerning the ombudsman's recommendations, says they will consult with the chairman of the Judiciary Council before taking any action.
In his report, the ombudsman has mentioned that more than a quarter of the complaints going to this institution's address concerned procrastination allegations.
