Today it is 19 years since the failure to reach any agreement between Kosovo and Serbia in Paris.

The Kosovo and Serbian delegations had signed various agreements on March 18th 1999. The Kosovo delegation had signed the agreement offered by international co-ordinators, while the Serbian delegation had signed the draft political agreement- agreement on self-rule in Kosovo.

The Rambobiye conference had approved the sanctioning agreement about the break-up of violence in Kosovo that was under OSCE supervision, the special diplomatic mission in Kosovo, which had envisioned the solution of problems through dialogue, the preservation of Kosovo's sovereignty and integrity, and its substatic self-government and protection of the rights of all national communities in Kosovo, where the issues of Kosovo's final status were envisioned in a three-year period of time.

The United Nations's international participation had predicted the implementation of this agreement, but its political status was resolved after eight and a half years with international assistance again.

The Serbian side had ruled out such compromises that were envisioned by the international side, even though it was warned by the representative of the international side, Richard Holbrooke, what would host the Serb side with the failure to accept the Serbian side's signing, where, at their political insistence, they had refused the second round of talks negotiations and, at any cost, rejected the Kosovo political solution.

Signing this international political agreement that was signed on March 18th 1999 by the Albanian representative and the three international mediators.

The Rambouillet conference began the work on February 6, 1999. This meeting, which was held in the vicinity of Paris, France, aimed at resolving the Kosovo crisis.

The conference initiative, which lasted until February 23rd, was the Contact Group, while the mediator was Christofer Hill from the US, Boris Majossi, Russia and Wolfgang Petric from the EU.

The Kosovo delegation had basically accepted the proposal for resolving the Kosovo crisis, which the Contact Group had proposed. The Serbian delegation, however basically accepted this proposal-agreement, defended the position that NATO troops would not be allowed to pass through Serbia and international forces in Kosovo to be within the United Nations.

The second round of talks that began on March 15th in Paris ended without success. The Kosovo and Serbian delegations had signed various agreements on 18 March. The Kosovo delegation had signed the agreement offered by international co-ordinators, while the Serbian delegation had signed the draft political agreement- agreement on self-rule in Kosovo.

Kosovo delegation, then headed by Hashim Thaci, who was representative KLA, Ibrahim Rugova of LDK and Rexhep Qosja of LBD. The delegation consisted of fourteen, representing three groups: The Democratic League of Kosovo led by Ibrahim Rugova, followed by Prime Minister Bujar Bukoshi, who lived in exile and three other LDK officials. The Kosovo Liberation Army (UÇK) sent five representatives with the top 30-year-old Hashim Thaci and four members of the United Democratic Movement.

Key political representative of The KLA, Ademi Demac, known as Albanian Nelson Mandela, because it spent 28 years in Yugoslav prisons, boycotting the Conference. The delegation was also made up by publicists Veton Surroi and Blerim Shala.

The last attempt, on March 22, 1999, by US special envoys Richard Holbrooke, was not successful. He failed to convince then RSFJ President Slobodan Milosevic to accept the Kosovo agreement and the deployment of international troops.

On March 24, 1999, NATO began shelling Serbia's troops and paramilitary troops. The bombings ended on June 6, 1999, with the signing of the Kumanovo Agreement envisioning the withdrawal of Yugoslav troops from Kosovo and the deployment of peaceful international troops.

Later, the UN Security Council adopted Resolution 1244, with which the protectorate was established, the international presence in Kosovo, UNMIK as a civilian mission and KFOR military mission. On February 17th 2008, Kosovo declared independence.
