Edi Rama just called his claim to a nationwide president made right at the Kosovo Independence Festival. But his former advisor, Shkelzen Maliqi, is not considering his idea to be fantasy. Says a joint Albanian president, Kosovo, would serve both countries. This, according to Maliqi, can be discussed on many plains and there is no boogey aimed at “The” of Kosovo's independence, or creating “Albania's Grand” provides an arm to dominate the platoons that are now trumpeting as dangers to the future of Albanians.
Albania's Prime Minister, Edi Rama, aroused response to broader size when he proposed a joint Kosovo and Albania president. Even the European Commission rejected his idea, which said such statements that could be interpreted as a political intervention in neighbouring countries do not help build good neighbourly relations.
But equally, Eddie Rama's former adviser from Kosovo, Shkelzen Maliqi, does not think. He told Express that assuming that after 10 years Albania and Kosovo will become more stable and democratic states than they are today, they can and should identify and design different ways of progress and strengthening them.
The most decomposing processes for both states are those of Euro-Atlantic integrations. The future of Kosovo and Albania has long been placed on these two tracks: becoming part of the EU and NATO. Indeed, Albania is already in NATO and is seeking the opening of the EU gate, while Kosovo aims at both targets”, he stressed.
According to him, while these targets are in place of development, increased prosperity and security of Kosovo and Albania, the two states have no reason to search for alternative roads and means for their future.
“Well, even if there is no doubt and sorrow about the necessity and sustainability of being under the Euro-Atlantic umbrella of prosperity and security, Kosovo and Albania have another particular shared interest, that even within that umbrella requires joint empowering design”, Maqi says.
Having a common language, history, culture and customs, the Kosovo analyst Cosovat says Kosovo and Albania can and should naturally strengthen the bonds of solidarity and preferential partnership, and not only in cultural and educational aspects, but also in energy, economy, tourism, and especially in protection from any foreign aggression.
The strategy of Edi Rama's idea of establishing the common defence system and presydent follows the path of cultivating this inexorable solidarity that should exist between Albania and Kosovo. Even without being fully integrated in NATO and the EU, as two sovereign states and with particular solid interests, they can create separate and institutional ties of co-operation. By not melting into a state, Kosovo and Albania can make provisions for protection, which in the event of external danger allows for organising joint resistance”, explains Rama's former adviser, Shkelzen Maliqi.
This pact can even be crowned with the establishment of an interstate body of joint prespecies, which in peace conditions may be an instance with ceremonial powers but in a state of war is transformed into a sovereign organ that co-ordinates and leads the common struggle.
Maliqi explains Rama's idea, saying that the latter has not co-ordinated the idea of bullying but has only set it as option for joint representation whose form should be well thought of without violating the constitutional order of the two states, nor causing doubt in international circles
