Kosovo has made much progress in these 10 years, but that its independence is not complete without the Armed Forces. So stated Daniel Serwer, American legalist and well-informed circumstances in the Balkans. Serwer also spoke of the Special Court, which according to him will improve Kosovo's image.
Balkan expert Daniel Cerwer says Kosovo has made much progress but that its independence is not yet complete.
Kosovo lacks the Armed Forces, the military is still on NATO protection, and still has foreign judges and prosecutors in court, including the Special Court. There is no complete surveillance in the north. There are still many restrictions on Kosovo's independence”, Serwer told Kosovo public television.
Speaking to the Special Court, Serwer says it will only improve Kosovo's image.
I think that the Special Court, looking for responsibility from people who have access to it, will make mistakes during and after the war, improve Kosovo's image. An independent state should seek responsibility from persons who have violated the laws of war. It's hard, but the International Community has hired judges to make it possible. But we also have to remember that it was not only Serbs being mistreated during and after the war. Albanians were also. There has been a virtual civic war in Kosovo at the end of the day, even among Albanians, and it is time for people to respond to the action they have done”, Cerwer said.
