The Ministry of Health has conducted a tendering activity for emergency supply for a period of six months (6) and is not a framework rule contract.
Emergency supply has been the only and mandatory solution for the Ministry of Health due to the three-year precautionary contract expiration and lack of materials. And most importantly, the emergency supply has been mandatory because the lives of many have been endangered in the event that these materials were not provided for hemodialis.
Procuring Organisation decision (OSHP) PSH No. 504/17 has clearly established and clarified that during the tendering procedure for emergency supplies with predispensive material for the Health Ministry as a whole, it has observed the legal provisions and requirements of Public Procurement legislation.
Also, this procedure has been made in full transparency by presuming the Public Procuration Regulatory Commission (KRPP). The fact that the ministry has not violated the procurement law provisions is clarified and found in the last paragraph of page 9 of the O verdict The E.P.E., and the fact that the Code for Emergency Exploitation is in force.
O Single Suggestion The WPS in the decision in question has been that in the future this tender activity is open to competition. And that's why the Ministry of Health in a much earlier period than the OSHP's decision, to end the monopoly, has decided on the development of completely open tender procedures, leading tenders for emergency supply only for a six-month period.
Since the overall opening of competition requires increased caution on the quality of products that can be offered and the life and health of patients, the Health Ministry is working closely with doctors and field specialists to achieve the goal of buying quality products at reasonable prices.
