The men withdrew to the Korean Residents' General Society's housing complex in Japan (Chongryon) in a van just before 4: 00 a.m. before one of them fired multiple bullets at the door, the media reported.
Police at the guarded complex arrested both who the media said were linked to right-wing groups, reports “Reuters”, Periscopi broadcast.
Japan has strict laws about gun ownership.
Tensions remain high between North Korea and Japan on the North nuclear programme and testing several missiles in recent years, including two that flew through Japanese territory last year.
