I would not offer either side concrete proposals from abroad, because the issues you mention are very complex and certainly not simple to resolve. But, generally I am confident that Kosovo and Serbia will overcome this obstacle, if for that there is political will. Although here I have to give a warning: border movement is extremely dangerous. Minister Roth (1970), who has been an active member of the Social Democratic Party (SPD) since 1987 and state minister for Europe at Germany's Foreign Ministry since 2013, stressed the progress achieved over the ten years since the Declaration of Independence, but also issues that have remained unresolved.
The rule of law and democracy have not yet been consolidated as we would like to have the first citizens in Kosovo. There are still large deficits in the field of justice. Good governance and transparent economic activity have only begun to be observed. Corruption and organised crime are not being fought decisively“, he says.
The top German official also mentions the recent incidents that strained relations between Kosovo and the supporters of independence, stressing that the country's problems “before all are self-ex1>.
Kosovo will succeed as a state only when the rule of law principle and international obligations for handling war crimes are respected. For this reason, efforts to sabotage the Specialised Chambers are extremely harmful even for Kosovo's reports with its partners”, Roth said.
