The negotiating team, which will be voted by the Kosovo Assembly, will have the key role in political talks with Serbia, say political representatives sponsoring the resolution's approval for dialogue last Saturday.
Kosovo Deputy Prime Minister Fatmir Limaj, chairman of the Social Democrat Initiative and proposed as co-chairman of the negotiating team with Social Democrat Party Chairman Shpend Ahmeti, told Radio Free Europe, that Kosovo's state delegation has negotiating powers and will co-ordinate all its activities with all institutions, including the president, Government and Parliament.
The mandate of the president of Kosovo with the Constitution is foreign policy leader and this mandate cannot be lifted or reduced by laws or even with resolutions that can be adopted.
But, Visar Ymer, deputy chairman of the opposition Social Democrat Party that has become part of the negotiating group, told Radio Free Europe that the final word in the dialogue will now have exactly the negotiating team.
While the negotiating team claims it has assumed leadership in dialogue, no clarification has been given from President Thaci's office, if the president has withdrawn from his role in the process.
According to the resolution adopted in the Assembly, the “final agreement, which can be reached in the dialogue process, will undergo a Consultative Referendium before being voted in the Assembly of the Republic of Kosovo”.
Life Krasniqi, an analyst at the Kosovo Democratic Institute, tells Radio Free Europe that President Hashim Thaci is now known to be the one who is leading the final phase of the Kosovo dialogue and the format of talks.
It stresses that it is very important to have a clarification of how these two formations will interact with the president and the state delegation, and what the unique position of the state of Kosovo will be.
