The vote was secretly made by each member state.
76 states have voted in favour, 56 against and 22 of them have abstained in the first round of voting.
Representatives of 24 states, where Pakistan and Guyana have voiced favour for Kosovo's membership in this police co-operation organisation, have given the speech before being voted, thus rejecting the Serb lobby against Kosovo. Turkey and Saudi Arabia have also been declared against Kosovo.
The opposition was Morocco and Russia.
