The clashes and disagreements of the political parties of power and opposition over the possibilities of adopting resolutions proposed by both sides on the Kosovo dialogue issue with Serbia have blocked the work of Kosovo's Parliament for adopting laws, which have already been prosecuted in legislative, the deputies of the ruling and opposition parties assess.

Zenun Pajaziti, deputy of the Kosovo Democratic Party of Kosovo, subject to this political entity within the ruling coalition, tells Radio Free Europe that the Parliament's agenda is blocked unilaterally and that it will make his job difficult for important processes as well.

This, in fact, shouldn't have happened. The country's regular agenda should not be blocked because of these developments, however important they may be. Even these important developments and finding solutions for them, such as unlocking the negotiation process, cannot be done with unilateral attitudes and blockage of the main institution. It will be difficult even for important processes. There can be no excuse for any other cause with the blocking of Kosovo's” regular work, Pajaziti stressed.

He has added that the bid by Parliament Speaker Kadri Wessel to gather political factors for a common agenda regarding dialogue with Serbia was, according to him, the real requirement to expect a positive will of political subjects.

But, on the other hand, Driton Selmanaj, deputy of the biggest opposition subject in the Kosovo Democratic League of Kosovo, speaking of Radio Free Europe, says the political subject he is entitled to, had much earlier called an extraordinary session for a resolution, which would have articulated the political stance of the Parliament that no institution has the mandate to discuss, or, as he says, to put on the market at the borders of Kosovo.

The House Speaker's invitation to create a common agenda for dialogue, he calls it political game.

“Chong, ultimately, is under blockade. Now, these political games of political parties in power to bring about a resolution where the opposition's positions and voices are also articulated, but also the establishment of the government's negotiating group, that is pointless for us. This is because the exercise of constitutional competencies is not seasonal issues. Now she has reminded the Government that a team of hers is needed to negotiate with Serbia? No, they have this constitutional mandate. Even with the resolution, in 2011 and 2012, the Assembly has given Government authority to negotiate. There is no need for the government to bring in documents where other groups are established or mandated, new people, to negotiate with Serbia”, Selmanaj stressed.

While the fair work of the Parliament has already been blocked, over 70 draft laws have already been prosecuted in the legislature, which are expected to appear before MPs to be approved.

But could this block the work of the Parliament lead to early elections?

MP Pajaziti suggests that such an approach, at the current moment, would be contrary to the interest of the citizens of the country.

I think the next few days, the Parliament should continue working with its majority, despite the presence of the political will of a part of the opposition. This will enable the main institution to continue with its regular agenda and will enable a climate of debate between us, power and opposition, in the Parliament. I think that's what the country needs, and I think it's the main interest of citizens”, Pajaziti said.

But MP Selmanaj has dismissed the possibility that the Parliament's work will be unblocked without an extraordinary meeting that would review the Democratic League of Kosovo proposal.

We may not pass any law for years, but maintaining the integrity, sovereignty and state dignity is the most important thing Kosovo can happen. Therefore, there are no sanctioning measures unless laws are adopted, this is reality and there are no sanctioning measures if the Assembly is dysfunctional”.

All it takes is reflection. Who should reflect? For one thing, the ruling parties, because those in public discourse, most of them, are standing the same with the opposition and agree that borders are not part of political deals. But, meanwhile, they don't come to the Assembly to grant approval. We're telling them, the public discourse they have, come and articulate it even in the political document of the Parliament, such as Resolution”, Selmanaj stressed.

He has added that even in the event of adopting such a resolution, the Assembly finds it difficult to return to normality because the ruling parties, according to him, do not have the parliamentary majority. This situation, as he said, imposes that the country be prepared to go to early elections. /Rel
