The nongovernmental organisation for women's rights says an awareness of both men and women in this regard has not yet been achieved.
Adding that state institutions must work harder for the law on heritage to be applicable. Why Kosovo laws guarantee the right to inherit their property, many still hesitate for <x0moral reasons”.
There are only four percent of the women in Kosovo who have been assigned their property. While, only 17 per cent of property in Kosovo is registered in the name of women. The Kosovar Centre for Gender Equality has been operating since 2004.
Since then, this center has worked on women's Avokim, as well as on the legacy. But, according to the director of this Centre Luljeta Demoll, this still remains a challenge in Kosovo.
According to her, state institutions must undertake to conscious Kosovo's citizens, that the division of property should be as the law predicts, equally.
Demoli, among other things, says that young boys are becoming more passive with this mentality, hoping that wealth is ready and that parents should always work for their sons. However, she has added that women, their involvement in inheritance, still view it as immoral. Not including women in the heritage, according to the Council for Protection of Human Rights and Freedoms, is considered a violation of rights.
However, Chairman Behxhet Shala for Kosovo Press says that however much this issue has moved slowly, it has noted progress recently. Women are the heirs of their parents' property; but the citizens themselves agree that it has been disbelief for them for many years.
Becir Ajazi, however, considers it a big mistake to ignore women from the legacy right.
Skender Maliqi says the legacy on property, for women, has been impossible in the past.
Kosovo's constitution has defined as equal the role of women in society and has prevented discrimination by sanctioning it with individual articles.
In the law on Kosovo heritage, Article 3 points 1 says “All physical persons under the same conditions are equal in inheritance”.
